We are currently seeking a Grants and Contracts Accountant II who will advance the institution's proud tradition of excellence in academics, student life and community service.

The Opportunity



In this role, you'll provide legal support and assist the Assistant General Counsels with legal research, preparing and reviewing contracts, litigation management and support, interfacing with external/internal stakeholders, file management, and administrative tasks.

SUMMARY

This position is responsible for the financial and accounting administration of grants and contracts accounts awarded by federal, state, and private sources. Ensure compliance with rules and regulations, including, but not limited to expenditure allowability, invoices, cash draw-down, accounts receivable, financial reporting, cost sharing documentation, cost transfers, adjusting entries, extensions, account close-out, indirect costs, sub recipient monitoring, account reconciliations, and annual audit requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  1. Manages assigned grants ensuring all fiscal transactions are as per conditions established by contract covenants and are in compliance with criteria set forth by the donor and the condition of the grant overall reflects accurately in the balance sheet and the profit and loss statement;
  2. Performs indirect cost calculations as per contract and submit reimbursement requests to sponsoring agencies either online or through manual invoice. Remains in contact with the HCC grant Budget Authorities and various granting agency representatives for guidance and to resolve any issues related to the grants;
  3. Develop/assists and manages financial system tables for grant funds, organization and programs to provide a proper accounting for transactions and to assure that funds are not expended or posted beyond the end of a grant period;
  4. Controls fund disbursements in concert with documented reimbursement requirements of the funding source;
  5. Reviews direct payments to determine that expenditures are in compliance with contract covenants, federal and state regulations and Houston Community College policies. May inform Principal Investigator of non-conformance and assist in resolving compliance issues;
  6. Establishes and maintains separate accounting funds for each grant/award in order to maintain the fiscal integrity and to monitor cash requirements, actual use, and budget availability of individual grants;
  7. Interprets contract covenants and federal and state regulations for grants to support decisions or approvals requested from senior management relative to grants;
  8. Reviews payments to vendors for goods or services provided to a grant;
  9. Monitor, account for, and assists in the collection of outstanding receivables from federal, state, local and other entities as assigned;
  10. Trains and provide support to grant budget authorities in internal HCCS budgeting and accounting policies and procedures;
  11. Manage and control general ledger and subsidiary ledger accounts for all grant transactions. Reconcile all grants on an ongoing monthly basis. Terminate all fiscal activities and close out all accounts at the end of the grant period;
  12. Prepare periodic interim and final financial reports as required by contract covenant or federal and state regulations; and
  13. Prepares audit adjustments, schedules and annual financial statements in accordance with Uniform Guidance, the State of Texas Single Audit Circular and GASB.
QUALIFICATIONS

To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above. The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.
EDUCATION
Bachelor's degree with a major in accounting or related field required.
EXPERIENCE
Three (3) years of general ledger and fund accounting experience preferably with one year in grants accounting in a higher education institutional environment.
KNOWLEDGE, SKILLS AND ABILITIES
  1. Must be proficient in use of Microsoft Office and PeopleSoft Finance;
  2. Demonstrated ability of working in a complex multi-fund accounting environment, interfacing with all levels of an organization both internally and externally;
  3. Must be conceptual and able to identify and resolve complex technical accounting and financial matters relating to grants;
  4. Must be familiar with Uniform Guidance and grant accounting matters to successfully manage grants so as to maintain Houston Community College's institutional credibility and its ability to obtain grant funds; and
  5. Must be able to provide functional leadership and represent HCC in fiscal matters when dealing with auditors and federal and state granting authorities.
