DEFINITION: Under the direction of the Public Safety Director (with coordination of the Community Education Director), to assist in the planning, organization, and implementation of activities and procedures for the weekend operations of the college; to provide for the daily supervision of assigned Public Safety and coordinate with Swap Meet personnel; to prepare and maintain records and reports; and to perform related work as required.

EXAMPLES OF DUTIES:

Provide training, direction, personnel management and supervision to Public Safety and coordinate with Swap Meet personnel.

• Assist in the planning, organization, and implementation of activities and procedures for weekend operations of the college including:

• Ensure appropriate and timely communication and documentation of campus events and occurrences, informing College administration of issues/incidents according to established department/College/District policies and procedures.

• Respond to calls for service involving students, staff, swap meet vendors, and campus visitors; determine and make appropriate and timely referrals/notifications to administrative, instructional, student and health services, maintenance, and/or emergency service personnel.

• In the event of a disaster or other serious health and safety matters, make recommendations to college administration (in consultation with the Public Safety Director) of whether to continue operations or evacuate and close the college during weekday/weekend operations.

• Provide new employee orientation and on-going training activities as needed.

• Prepare monthly and annual swap meet reports.

• In collaboration with the Community and Special Services Director, to assist in screening potential swap meet vendors for suitability of merchandise, when necessary.

• Provide feedback during hiring decisions and participate on screening and hiring committees as requested.

• Manage weekend activities with Public Safety Officers and coordinate with Swap Meet personnel. Ensure proper coordination of both teams to respond to and resolve any issues that may arise.

• Adhere to and ensure proper investigative procedures are followed and all necessary documentation of incidents occurring on campus that may lead to potential liability including injuries to employees, vendors and or visitors are followed according to campus and District policies and procedures. Provide proper notification to Directors of Public Safety and Community Education in a timely manner and in accordance with policy and procedure.

• Coordinate with local law enforcement and/or emergency responders regarding any incidents resulting in the commission of crimes, arrests or medical aids occurring during swap meet operations.

• Assist in the preparation of required college/District reports, emergency operation plans, accreditation materials, program review, and reportable crime statistics.

• Provide leadership consistent with the ethics, values, mission, and goals of the college and policies of the Public Safety Department.

• Recommend and implement techniques to improve department policies and practices, increase efficiency, seek professional development opportunities, and endeavor to stay current on industry trends and practices in the field of law enforcement, security, and emergency preparedness.

• Implement practices and procedures to ensure that necessary and appropriate services to campus personnel and students are met during evening and weekend operations; respond to calls for service involving students, staff, swap meet vendors, and campus visitors; determining and making appropriate and timely referrals/notifications to administrative, instructional, student and health services, maintenance, and/or emergency service personnel.

• Respond to change productively and handle other essential tasks as assigned.

• Assist in the oversight, implementation, and documentation of all emergency preparedness training and field exercises involving students, staff, and faculty; and ensure compliance with all federal and state NIMS/SEMS training mandates.

• Oversee the supply levels, storage, and reordering of emergency supplies and equipment for campus first responders.

• Conduct threat assessments and vulnerability studies of the college and surrounding areas; provide assessment findings to the Director of Public Safety.

• Participate on various campus and District committees as assigned.

• Develop an overall understanding of the various components comprising weekend swap meet operations.

• Coordinate Emergency Preparedness Training and duties as assigned.

• Serve as acting Public Safety Director in his/her absence when required.

• Perform other related duties as assigned.

 

MINIMUM QUALIFICATIONS 

Knowledge of:

• California criminal law and safety codes.

• Emergency preparedness operations and planning.

• Supervisory principles and techniques, including training practices.

• Common fire and safety hazards and related equipment.

• Techniques and procedures applicable to crime prevention.

• Traffic and parking control.

• Special event planning and coordination.

• College, District, and departmental policies and procedures.

• Modern office equipment and procedures.

• Principles of supervision, leadership, and training.

• Appropriate safety precautions and emergency procedures. 

 

Ability to:

• Plan, organize, supervise, and evaluate the work of Public Safety and Swap Meet personnel.

• Conduct threat assessments and vulnerability studies in coordination with the Director.

• Interpret and adhere to college and District rules, regulations and policies.

• Interact positively with diverse campus groups and individuals under routine and adverse conditions.

• Write detailed, concise, and comprehensive reports.

• Communicate effectively both orally and in writing.

• Maintain accurate records and logs.

• Supervise and evaluate the work of others.

• Possess a valid and appropriate California Driver's License; operate a vehicle observing legal and defensive driving practices.

• Understand and carry out oral and written instructions.

• Establish and maintain effective relationships with students, staff, law enforcement agencies and the community.

• Conduct threat assessments and vulnerability studies and prepare findings in a comprehensive written report.

• Maintain effective public relations with the campus community, surrounding businesses, area residents, police and fire personnel, and all college visitors.

• Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

 

Education and Experience:

• Must meet the following qualifications:

• Completion of at least two (2) years of college level coursework.

• Possess at least two (2) years of supervisory experience in a law enforcement agency.

• Possess at least three (3) years of progressive, responsible work experience in law enforcement, public safety, or the equivalent.

• Or, any combination of education, training, and/or experience that would provide for the required qualifications.

• Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

• Possess a POST Supervisory Certificate. 

 

DESIRABLE QUALIFICATIONS:

A Bachelor's degree from an accredited institution.

• Experience in emergency management including certifications in ICS 100, 200, 300, and 400.

• The ability to qualify as a sworn peace officer on a college campus.

Bi-lingual in Spanish.

Conditions of Employment

This is a regular, full-time, 12-month per year classified management position. The normal hours of work will be a 4/10 schedule between the hours of 7:00 AM to 6:00 PM Friday through Monday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

 

Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.
