Payroll Specialist - Supervisor

Salary Range: $25.00 - $35.00 per hour
Position Description: This role will supervise 4 in house payroll administrators and support and review time entry by several job site payroll data entry personnel. Hands on. Manages the development, implementation and/or maintenance of one or more accounting systems including, but not limited to, payroll, payroll tax, union benefits, etc. and how it affects areas including, but not limited to, journals, general ledger, and cash flows in accordance with GAAP policies and procedures. Ensures integrity of data produced into systems and supports objectives of the Accounting and Finance departments. Ensures the accurate compilation, analysis and reporting of data. Works with Accounting Manager and appropriate personnel to design operational procedures and processes that meet audit standards and improves efficiency. Participates in audits and special projects. May work with internal personnel, external consultants, vendors, customers, government agencies or auditors to provide required information and ensure proper recordkeeping for historical purposes. Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Additional responsibilities may also include:
Hiring, developing, and training the payroll team and training of the support team.
Interpret day to day payroll processing and payroll tax compliance objectives and prepare/execute operational practices.
Managing the payroll and support team and ensuring compliance (e.g. regulatory, union, internal control, etc.), prompt and professional customer service and all company policies and procedures are followed.
Overseeing and assisting the payroll team with the timely and accurate preparation, documentation and processing of union and non-union payroll, printing and distributing checks, garnishments, benefit audits, union benefits, certified payroll, payroll taxes, problem solving, trouble shooting, required reporting and other payroll related items.
Resolving all internal and external inquiries regarding payroll.
Perform payroll month end, quarter end, and annual close functions.
Prepares and reviews account reconciliations monthly.
Payroll tax deposits and payroll tax filings
Compliance reporting (e.g. exempt W-4's)
Building and maintaining constructive business relationships with internal and external partners, including project managers, other departments and customers.
Coordinating and ensuring timely follow up and resolution of payroll related issues and process efficiencies and controls with the appropriate parties including Human Resources, Production, AP, and Project Managers.
Conducting an ongoing review and update of processes and procedures to ensure regulatory compliance, adequate internal controls, and continuous improvement in productivity and effectiveness. Partnering with Financial Systems Manager to identify and implement system changes related to daily processing as needed.
Timely calculation, preparation and remittance of monthly, quarterly, and annual tax reports for all jurisdictions.
Works with Tax Manager in verifying proactive compliance with federal, state and local payroll and payroll tax requirements and staying current with associated changes in payroll tax regulations and laws.
Works with Human Resources personnel in verifying proactive compliance with federal, state, and local labor law requirements and staying current with associated changes in labor law regulations and laws.
Working in conjunction with the QMS management representative and the Legal department to ensure that all documents are destroyed or archived in accordance with the company's document retention policies.
Other duties as assigned.
Bachelor's degree in Accounting or Business Administration or equivalent experience is required.
Prior supervisory and construction payroll experience. In-house payroll processing, union payroll and benefits and certified payroll processing. Multi-state payroll highly desired.
