Northern Arizona University's College of Social and Behavioral Sciences is currently seeking a full time Fiscal Operations Manager. Reporting to the Dean of the College of Social & Behavioral Sciences, the Fiscal Operations Manager oversees the management of all financial matters in the College as it pertains to both personnel and non-personnel budgets on state, local and grant funded sources. Approximately 21 College administrative staff provide day to day financial and operational management in 12 academic units, three Institutes and two research/lab facilities. The Fiscal Operations manager oversees the management of budgets in these units and institutes, with state operations and personnel budgets of $14m and local accounts of approx. $3.5m; provides guidance and training to College staff and faculty on regular basis in matters pertaining to budget development, management and interpretation of NAU policies and procedures; reviews and approves all payroll transactions; along with the SBS Administrative Director and Accountant, oversees faculty contracts and monitors faculty hires; annually reviews the contract master and ensures any contract changes are processed correctly and on time; annually oversees the local budgeting process; inputs or oversees the inputting of all upcoming local budget projections into the NSTAR system; utilizes spreadsheets to monitor and analyze the SBS temporary instructional staffing budget, incorporating all sources of funds: central instructional funds (CIF), SBS 'pool' funds, various salary savings and buy-outs across the College; utilizes spreadsheets to monitor and analyze other special Dean's initiatives, programs and one-time events; may present workshops/training meetings for College faculty and/or staff; makes recommendations to the Dean for financing capital purchases; advises faculty principal investigators on budget development, grant management, and provides support for various post award processes. May process financial documents in the PS Financials (requisitions, expense reports, expense and payroll transfers); may approve purchasing card transactions; ensures compliance with University policies and develops internal business practices for the College at large in order to both comply with policies and streamline procedures; uses an advanced level of both written and verbal communication skill to work with College and University administrators, faculty and staff; oversees the fiscal year close process, working closely with the Provost's Jurisdictional Financial Representative on all budget book issues, ensuring transfer of funds in and out of the budget are in place at fiscal year end; tracks and monitors annual transfers from the Provost/CIF/President's Office for the College. The Fiscal Operations Mgr. works independently, but participates regularly as part of the Dean's management team, in discussions of strategic plans, providing financial reports and cost analyses, interpreting data and recommending courses of action; provides daily guidance to College faculty and staff in problem solving financial and general operational matters. Works closely with College departmental Chairs and Directors. Maintains strong relationships with the Office of the Provost, Budget, Equity and Access and Human Resources. Supervises Accountant in the Dean's Office.
Minimum Qualifications: Applicants will have a Bachelor's degree in Business Administration or Accounting plus 5 years of directly related experience. Or any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
Annual Salary: Commensurate with experience.
