External Affairs Manager - Washington, D.C.

The Hoover Institution at Stanford University is seeking qualified candidates for the position External Affairs Manager based in the organization's Washington, D.C. office. The D.C. office is responsible for promoting Hoover to D.C.-based audiences through communications, government affairs, events, and outreach.


The External Affairs Manager reports to the Director of Programs, Washington, D.C. and works closely with Hoover fellowship on both day-to-day tasks and long-term strategic planning. In this capacity, the Manager will be responsible for outreach and serving as a liaison to Capitol Hill, federal agencies, area think tanks and other organizations.
The Manager must be a self-starter and strategic thinker with strong government relations experience and excellent interpersonal communication skills to interact effectively with a wide range of audiences (e.g. U.S. government officials, Hoover fellows, donors, and university-wide offices). Working in a satellite office, they must be able to attain a comprehensive understanding of the priorities and goals of the organization in order to work independently on special projects and initiatives. The successful candidate possesses an aptitude for and interest in communicating research and its practical applications to policy makers, thought leaders, and others active in formulating public policy. Hoover is a private, not-for-profit research institution that examines public policy issues from an academic perspective and does not engage in lobbying.

  • Provide support for audiences that are both internal and external to the university.
  • Plan and execute activities to support Hoover's objectives.
  • Develop, execute and oversee written communications of moderate complexity, including presentations, speeches, news stories, web content, talking points, and correspondence and social media posts.
  • Build and maintain relationships with internal and external partners.
  • Participate in regular meetings of key researchers to develop strategies and tactics to effectively communicate the findings and policy implications of that research.
  • Identify and maintain professional relationships with policy influencers and community leaders.
  • Prepare content for internal or external newsletters. Understand email and digital content distribution.
  • Assist in developing strategies for brand managements, reputation management and issues management of moderate complexity.
  • Assist with the design and implementation of effective constituent communications programs and social media strategies.
  • Serve as a project leader for public relations activities of small to moderate complexity.
* - Other duties may also be assigned. MINIMUM REQUIREMENTS:

Education & Experience:

Bachelor's degree and five years of relevant experience or combination of education and relevant experience. Relevant experience could include:
  • Working in the federal government, public policy, government relations or issues management.
  • Communication or media relations experience
  • Involvement with Capitol Hill
Knowledge, Skills and Abilities:
  • Excellent written communication skills, reporting skills, and advanced skills in conceptual editing, copy editing, and proof reading.
  • Ability to work collaboratively with internal communications groups across campus.
  • Demonstrated interpersonal skills in working with a variety of people.
  • Capacity to write and synthesize materials and communicate information in a manner easily understood.
Certifications and Licenses:

  • In-depth knowledge and understanding of Capitol Hill, federal agencies, government relations practices, and strategic outreach, as well as an aptitude for navigating the academic world.
  • Commitment to the core values of the Hoover Institution, enthusiasm about our mission, and requisite knowledge, skills, and savvy to contribute and implement ideas in our public affairs functions.
  • Extremely proficient in the use of MAC and PC, Microsoft Word, Excel, and web-based research programs. Basic marketing experience a plus.
  • Ability to assimilate functional operational knowledge of Stanford and the Hoover Institution, their infrastructure, traditions, and environment; basic understanding of government ethics rules and lobbying laws.
  • Constantly perform desk-based computer tasks.
  • Frequently stand/walk, sit, use a telephone, grasp lightly/fine manipulation, speaking.
  • Occasionally grasp forcefully, writing by hand.
  • Rarely sort/file paperwork.
