Position Information: Under the direction of the Vice Chancellor of Research and Economic Development (VC RED), the Citrus Containment Director will have primary responsibility for, but not limited to: planning and directing efficient day-to-day operations; laboratory security; management of space; coordination with researchers; grant management; USDA-APHIS compliance; etc. The Citrus Biosafety Level 3 plant (BSL3p) laboratory is the first of its kind in Southern California providing a secure environment for research on citrus related diseases, specifically focused on solutions to Huanglongbing (HLB) and the management of its host, the Asian Citrus Psyllid. Management for this pest and disease are critical to ensure the citrus crop in California and the across the globe. The director will provide expertise to researchers, laboratory staff, and students who will work in the facility. The director will have a multi-faceted reporting structure with primary direction/supervision by the VC RED, technical oversight and coordination with the UCR High Containment Officer, and direct communication and consultation with the CCRF Administrative Officer. The director may also be a resource for the greater campus and support the campus Biosafety program with biohazard guidance, biohazard response planning, and participates in campus emergency response as needed. Minimum Requirements: Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.
Thorough written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
Thorough knowledge/understanding of specific EH&S field(s) including related laws and regulations; and general knowledge/understanding of all EH&S fields.
Strong skill to appropriately use technology and relevant scientific equipment as required.
Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints.
Working knowledge of plant pathology, entomology, nematology, biological sciences, or plant sciences, or experience acquired through education and work. This includes knowledge in: molecular biology techniques and horticultural/pest management practices.
Demonstrated skills to make decisions relating to the day-to-day operations of a high containment facility including thorough knowledge and skill applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.
Knowledge of high containment operations, transport of biohazard materials, relevant regulations, guidelines and safety procedures including experience with emergency preparedness involving biohazard agents.
Knowledge of laboratory safety, including, but not limited to, biosafety cabinet operation, fume hoods, and laboratory ventilation, personal protective equipment, and other hazardous materials.
Ability to perform all tasks related to greenhouse and laboratory safety and containment issues to include, but not limited to, following safe working practices, train users in safe operating procedures, strong knowledge of laws, regulations, and requirements of EH&S, Riverside County, California Department of Food and Agriculture, United States Department of Agriculture, Department of Pesticide Regulation, etc.' and working within regulatory guidelines for greenhouse/laboratory safety regulations, reporting requirements, record keeping, MSDS practices, and disposal of chemicals.

Preferred Qualifications: Thorough knowledge and experience with engineering principles and methods to independently perform the full range of engineering professional design work.

Ability to lead and influence others.

Knowledge of federal and state regulations governing importation, propagation, shipment, and release of indigenous and exotic pest containment within a University or research setting.

Broad knowledge of or ability to learn and operate building mechanical systems/equipment and specialized greenhouse and growth chamber controlled environment systems to optimize environmental conditions including the recognition and corrective action on deficiencies (when possible) or identify and report problems to Operations & Maintenance/Facilities.

Ability to maintain detailed records for research, budget analysis, chemical/fertilizer usage and inventories, greenhouse space allocation, and labor charges. Knowledge of purchasing procedures to maintain records of purchases and to store and organize in appropriate locations.

Ability to clean or supervise the cleaning of the containment area including bathroom/shower/locker rooms, shared equipment rooms, laboratories, greenhouses, and growth chamber rooms.
