Job Description

Constellation, Inc. seeks a Program Manager to join our Business Strategy Division. Within this Division, we evaluate the processes, people and technology our clients have in place to conduct their functional operations. We design "future state" processes required to deliver needed products and services, meet the goals and achieve the mission success. We then create a roadmap to implement the changes, including any solutions that will improve effectiveness or efficiency. If desired, we build change management plans and tools and assist the client in implementing the new processes. This particular position will be supporting the Program Management organization of a key agency within the Department of Homeland Security. This Division provides analytical support to the operations and transformation efforts of the agency's programs, including the use of evidence-based budgeting techniques to determine resource requirements. Areas of support include modeling & simulation, root cause analysis, performance measuring; return on invest and economic impact analyses.

The Program Manager, working independently or a manager of the contractor team, will help evaluate and solve the agency's business challenges by collecting, reviewing and analyzing information - synthesizing the information to help agency senior executives make decisions. The program manager will be expected to help define a problem for the team, collect and analyze data pertaining to it, evaluate processes and procedures and ultimately recommend strategies or tactics by bringing together the recommendations of the team. The program manager will be expected to prepare reports that summarize his or her findings and recommendations, and may present analysis to senior clients. The candidate should have a least a bachelor's degree in a business or engineering discipline, and be practiced at using office automation tools to support business analysis. The candidate must be a U.S. citizen and be able to pass a background investigation by the client agency.

In summary, the ideal candidate will have:

1. Bachelors or Master's degree in business, engineering or related field

2. At least 10 years, preferably 15 years experience in the federal government or another large organization. We may consider junior candidates that have relevant and direct experience with DHS or CBP.

3. Ability to use Microsoft Office tools like Excel, Word and PowerPoint with efficiency. Training and use of Microsoft Access or similar tool is desirable but not necessary.

4. Strong inter-personal skills and ability to dive in and produce results for the client.
