Essential functions of this position:
The Program specialist will be responsible for overseeing regional and nationwide networks to identify client tenants for the university’s public-private marine biotechnology building. This position will also serve as a representative to the NIIMBL program as a MARBIONC representative on “topic” committees, and to interface with Innovate SENC, a regional marine and life sciences economic development effort within southeastern North Carolina. Based on preferred qualifications, the applicant will participate as a team member in strategic and operational planning for MARBIONC future endeavors including but not limited to supervising staff, becoming a program expert and internal and external spokesperson, and will exercise a high level of independent decision-making.
N.C. Minimum Required Knowledge, Skills, & Abilities:
Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Additional knowledge, skills, and abilities required to perform the essential functions of the position:
Will need extensive knowledge of state and federal rules and regulations governing these programs or ability to acquire rapidly
Ability to analyze complex situations and regulations and recommend appropriate solutions and options
Ability to alert management to potential impacts and recommend modifications and procedures to maximize benefits and minimize risk
Ability to communicate, in written and oral form, detailed and technical program information, guidelines and standards to various audiences
Ability to deliver presentations suited to the characteristics and needs of the audience
Ability to question, analyze, interpret complex regulations and program rules and develop and present cogent plans
Must have the ability to support innovation and model an entrepreneurial spirit
Preferred education, professional skills and experience:
Master of Business Administration, 5 years combined experience in the following areas:
• Project fund raising experience
• Federal program experience
• Professional management and advising skills and experience
• Corporate biomedical networks and consulting experience
•Commercial scientific laboratory lease experience
Certifications or licensure required to perform the essential functions of the position:
Specialized training in Federal or state leadership programs
Recruitment Range: $55,000 - $60,000
NC Salary Grade Equivalency: 70
Hours Per Week: 1.0 (40 hours per week)
Months Per Year: 12 Months
Work Days: Monday-Friday
Work Hours: 8:00AM - 5:00PM
