Reporting to the Executive Director, the Facilities Manager plans, directs, coordinates and oversees operational functions at the UCR Palm Desert Center including: preventive maintenance; emergency repair service; construction and alteration of facilities and utilities; custodial services; ground maintenance; environmental conditioning; utility distribution and systems material purchasing; administration of construction, utilities and service contracts; plant service planning, scheduling and controlling; audiovisual systems and equipment; and other operational functions such as emergency management, and security. Authority for hiring, assignment, evaluation, discipline, and dismissal of facilities management staff, including custodial staff; authority to make exceptions in emergency situations to departmental policies; participation in policy setting processes; and responsibility for budgetary planning, and funds control within assigned area. Responds to emergency repair problems and acts with authority on decisions in all operational and emergency situations in line with the departmental policy and repair costs. Coordinates with contract employees, vendors, and UCR staff as necessary to complete maintenance and repairs; directly performs basic repairs when appropriate; ensures daily maintenance repair requests are completed in a timely, cost-efficient manner and maintains the highest quality service levels.
Knowledge of shop equipment maintenance and tool and supply inventory management as well as experience in the operations of power tools and other shop equipment with proper safety measures.
Ability to make necessary minor repairs to areas identified without supervision
Working knowledge in supervising facility maintenance and improvements along with building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance and custodial.
Basic computer skills required and the willingness and ability to be trained in higher level computer skills and in other related job areas, as it becomes necessary relative to job responsibilities. Skills using word processing, spreadsheet, calendar, and web-based applications on a PC in a Windows environment.
Experience with monitoring and projecting expenses. Demonstrated skill in making accurate projections of time, labor and materials.
Good interpersonal skills, including active listening, critical thinking, ability to multi-task effectively, persuasion/negotiation, mentoring, leadership/supervision, problem solving, operations analysis and quality control analysis.
Extensive experience with computerized HVAC systems.
Working knowledge of policies and procedures relative to facilities maintenance, equipment, customer service, dispatch, building maintenance, safety and emergency preparedness.
Experience creating, improving, and monitoring work standards, procedures and systems to ensure effective service delivery.
Knowledge of lifting, carrying, moving and pushing techniques; ability to move up to 70 pounds and push up to 100 pounds; walk and stand for extended periods; and stoop, bend and climb ladders.
Working knowledge of complex audiovisual systems and equipment.
Working knowledge in supervising landscaping and grounds maintenance.
A working knowledge of Univerisity policies and procedures.
