Reporting to the Executive Vice President and Provost, the Associate Provost for Data Governance and Institutional Research bears responsibility for the University’s enterprise wide data and information governance, control, policy development, and effective exploitation. This position is responsible for maintaining accurate institutional data and analyzing these data. In addition to management responsibilities for the Office of Data Governance and Institutional Research, the Associate Provost (AP) provides critical data and analyses to senior leadership for use in decision-making, policy analysis, strategic planning, mandated reporting, and academic program review. The AP also provides leadership, guidance, and advice to a broad range of individuals in the University involved in planning and disseminating institutional information.

Main Responsibilities

Data Governance:

Be the executive with responsibility and accountability for enterprise information assets.

Work with board members, the CEO, the CIO and other C-level executives to establish vision, and to create a culture that treats data as an enterprise asset.

Work with executive leadership to develop the strategic roadmap for Business Intelligence including reporting not only administrative but also academic metrics. This involves working closely with leadership to help define, capture and present key performance indicators.

Identify and standardize the use and governance of information in support of the overall global business strategy.

Be the corporate leader of data insights that help drive strategic and tactical business opportunity, and be a champion for a data-driven, decision-making culture.

Exploit data using research and analytics to maximize the return on data assets.

Develop methods to ensure consistent application and use of analytics.

Advance the role of the business data stewards in each major business unit.

Identify new kinds, types and sources of data to drive business innovation throughout the organization; define processes for the effective, integrated introduction of new data.

Organize and lead a data governance committee (DGC) to apply four precepts: data principles, standards, policies and guidelines; define member responsibilities and accountabilities for both.

Work with data stewards to define official University data definitions, key performance indicators, and standardized metrics calculations.

Govern, manage and prioritize strategically aligned data requests.

Define roles, recruit candidates and then manage directly or indirectly a team of data governance leaders and senior information management professionals business units across a complex enterprise.

Define and manage policies and programs for data stewardship and custodianship in concert with legal, information security, and corporate risk and compliance offices.

Evolve and institutionalize behaviors for the appropriate use of information within changing privacy needs, ethical values, societal expectations and cultural norms.

Define, manage, and control master data and metadata management policies, controls, and standards, including reference data.


Institutional Research:
Responsible for compiling and issuing mandatory government statistics reports, including IPEDS and ICUF reports in partnership with appropriate business unit leaders and data stewards.

Primary responsibility for the official benchmark reports for the University including faculty, scholarly and research accomplishments.

Lead analysis and interpretation of University market position based benchmark reports.

Serve as the primary resource for providing data for external requests, including ranking organizations and guidebooks.

Collaborate with University Leadership to determine strategic external reporting sources including participation in appropriate industry surveys.

Partner with business unit leadership and data stewards on analysis of internal data on faculty salaries, workloads, class sizes, credit hours, admissions and financial aid, student persistence, grades, graduate programs, and other related educational data.

Assist in the development of long range planning and other planning and institutional research projects.

Oversee the design and analysis of special planning studies.

Supervise and coordinate analytical studies, such as student and faculty surveys.

Monitor external reporting requirements and maintain active involvement with professional associations and colleagues.

Other Responsibilities:

Represent the enterprise to external bodies in the development of industry information standards.

Be a marketing champion for the information services that the enterprise provides and the information management capabilities it has.

Ensure that business reports derived from controlled data are consistent and representative of the true state of the business.

Create and oversee a centralized service for sourcing external data to ensure quality, traceability, timeliness, usability and cost-effectiveness.

Research and develop new data products or services to expand markets, and to grow company revenue.

Reporting Line and Team Structure

This position reports to the Executive Vice President and Provost.

Some of these staff categories may have dual or dotted-line reporting into this position and/or other leaders, such as the CIO or risk officer.

The primary function that is core to this role is information and data governance, propagating policies that ensure that data is treated as a kind of enterprise asset. This position has input in overall material processes, policies and decisions relating to the acquisition, combination, exploitation usage and disposal of data. This position may sit on relevant decision-making committees or send a deputized representative.

This position owns and manages a central department or competency center for external data sourcing and sharing. This group manages surveys from external parties for the purpose of comparison and ranking.

Governance and Key Relationships

This position organizes and chairs a data governance committee that meets at least quarterly. Participants typically include senior leaders representing a number of key business units acting in the role of local data stewards.

The person in this role participates in the following governance domains: business strategy and planning, management and financial reporting, enterprise architecture, and IT strategy and planning.

The position needs to influence and build collaborative strategic relationships with the following key stakeholders:

CEO and the C-suite — The person in this role must deeply engage with these stakeholders in a two-way dialogue to understand the highest-level goals of the enterprise as input to the information strategy, and to ensure that all of these stakeholders understand the key data governance issues for internal planning and external communication.

The CIO and senior IT leadership team — Most information management initiatives are implemented or integrated into the internal information systems and capabilities, or cloud-based services, with deep implications for IT. This position needs to build a strong partnership with the IT organization to execute the data strategy.

General Counsel — The position consults with the general counsel about the legal considerations of using data from external sources, the preservation of intellectual property (IP) and, especially, the conditions of data monetization or opening the company's data into a public domain.

Business unit executives — This role solicits input, and gains an understanding of the data management issues and opportunities from each business unit, integrating them into the development of the enterprise information management strategy.

Enterprise information and information service providers —This position will develop and maintain relationships with key external providers of data and information services. The goal will be to ensure effective spend and quality, and the timely delivery of key data. The involvement of the enterprise head of purchasing or chief procurement officer will be important here.

Job Requirements

Education:

A bachelor's or master's degree in business administration, computer science, information management or related field, or equivalent work experience. Academic qualification or professional training in legal and regulatory areas is also desirable.

Experience:

Fifteen or more years of business experience, ideally in business management, legal, financial or information or IT management — recently at or near the executive level

Five or more years of progressive leadership experience in leading cross-functional teams and enterprise wide programs, operating and influencing effectively across the organization and within complex contexts

Preferably five or more years of experience in information-intensive industries or digitally advanced enterprises

Experience in integrating complex, enterprise processes and data models, and/or designing strategic metrics and scorecards

Knowledge/Skills:

Excellent interpersonal skills; able to work across business lines at senior levels to influence and effect change to achieve common goals.

Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.

Analytical skills: outstanding analytical and problem-solving abilities.

Familiarity with business information generation and analysis methods.

Ability to effectively drive people, process and technology change in a dynamic and complex operating environment.

Work to develop a framework for information management, as well as to sell and embed it in all levels of the business.

Fearless — not afraid to suggest or back big ideas; tenacious — able to push back and focus the information discovery process.

Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists; able to sell ideas and process internally at all levels, including the board and investors.

Proven record of effective leadership, including the ability to balance team and individual responsibilities; building teams and consensus; getting things done through others not directly under his/her supervision; working ethically and with integrity.

Demonstrated knowledge of academic business processes and resultant information needs, including risk and regulatory factors relating to information flows.
