The Family Development Center (FDC) is a child care center and an observation, practicum and study site for university students. The FDC exists to provide quality, professional care and education for children, ages 1-5 during the school year and 1-11 during the summer, of UCCS students, staff, faculty, alumni, and the community at large.

The Director of the Family Development Center is responsible for planning, coordinating and administering FDC operations for UCCS under the office of Administration and Finance. This is a 100% professional exempt position.

The position is a member of the Auxiliary Services group within the Division of Administration and Finance, under the leadership of the Associate Vice Chancellor of Administration and Finance. The Director is expected to work collaboratively with all of the Executive Directors and Directors within the Division. In addition, the Director works to cultivate a relationship with the College of Education, specifically faculty in the Inclusive Early Childhood Education (IECE) program.

Job Duties:

  • Plans, creates and carries out the administration of the FDC's operations in all areas. Carries responsibility for strategic planning and all major decisions and policies affecting children and families.
  • Determines most effective and efficient use of personnel and resources in the FDC.
  • Monitors compliance variables in order to maintain center licenses, accreditation and other credentials.
  • Establishes an educational philosophy, in conjunction with the Program Development Director, for the FDC that is research based and reflects Developmentally Appropriate Practice (DAP) assuring the most effective implementation of a developmentally appropriate, high quality children's program which meets the needs of children.
  • Supervision of facility maintenance and renovation projects.
  • Responsible for the dissemination of information regarding FDC's policies and procedures to all staff.
  • Assesses, projects and monitors expenses and income to ensure compliance with the FDC's operating budget.
  • Closely supervises billing, accounts receivable, bookkeeping functions and recommends child care rate increases.
  • Supervises all collections of tuition from parent fees, scholarships and contracted services with El Paso County Social Services and monitoring of the USDA Child and Adult Care Food Program (CACFP).
  • Manages collection of past due accounts, following university collection procedures including submission of accounts for collection to the Bursar's office or State Collection Agency.
  • Maintains job descriptions, coordinates and recommends the hire of professional staff for the classrooms and other areas of the FDC.
  • Coordinates the hiring process of student staff including applications and interviewing.
  • Evaluates, supervises and coaches university and classified staff.
  • Ensures professional development training opportunities for all staff.
  • Oversees staff scheduling including accommodating student employee schedules that are affected by changing university schedules, exams, and vacation periods.
  • Administers the overall program in education, health, safety and social services to meet the needs of the children.
  • In conjunction with the Director of Program Development and the Associate Director, handle the resolution of day-to-day situations and problems that arise within classrooms, center operations, staffing challenges and parent interactions.
  • Collaborates with the other center Administrators, Health Care Professionals on campus and local community to provide appropriate referrals for children, students and FT staff.
  • Coaches teachers and parents regarding effective strategies for working with challenging children.
  • Meets with parents, teachers and supervising administrator when classroom problems warrant.
  • Develops and maintains effective working relationships with parents, children, staff, and community by communicating and collaborating with others, demonstrating willingness to give and receive constructive feedback, resolving issues and problems as they arise and contributing to positive morale and motivation. Works to build a collaborative and constructive team environment within the school, focused on achieving the Center's goals and mission.
  • Consults with UCCS Legal Department, ADA compliance and Disability Services to assure all decisions affecting children meet all laws and guidelines.
  • Plans, implements and promotes parent participation, education, open communication and activities with parents including oversight of the Parent Board.
  • Acts as principal investigator for the Child Care Access Means Parents in School (CCAMPIS) grant.
  • Guarantees professional and community growth by attending and facilitating staff meetings and trainings, attending professional conferences and participating in FDC parent/school activities.
  • Completes the training hours and college credits required for directors by State Child Care Regulations, and maintains Director-qualified status.
  • Maintains professional conduct in all interactions with parents, staff, children, university departments, and the community. Maintains confidentiality regarding children, families and employee information.
  • Demonstrates commitment to and ability to work within a collaborative, multi-cultural University environment.
  • Reports all child abuse or suspected abuse or neglect to the Colorado Department of Human Services.

Job Competencies:

  • Strong and effective leadership, planning and organizational skills
  • Sound understanding of Developmentally Appropriate Practices as defined by the National Association for the Education of Young children (NAEYC) including broad knowledge of children's social-emotional and brain development
  • Thorough familiarity with Licensing; Fire and Health Department regulations, NAEYC and National Early Childhood Program Accreditation (NECPA) requirements
  • Comprehension of Professional Development Information Systems(PDIS) and Quality Rating Improvement System (QRIS), curriculum planning and children's assessments
  • Excellent math, written and oral communication skills. Extremely proficient in navigating difficult parent/employee conversations, balancing empathy and assertiveness.
  • Comprehensive understanding of budgets, financial reports, spreadsheets. Ability to forecast revenues and expenses.
  • Ability to manage, coach and supervise diverse staff including administrators, full-time teaching staff and college students.
  • Capable of facilitating staff trainings and oversight of grants.
  • Capacity to multi-process and manage many competing time demands
  • Ability to oversee facility management and renovation.

For the purposes of FLSA this position has been determined to be exempt from (not eligible for) overtime under FLSA.

Salary Range: $74,000 - $78,000

Minimum Requirements:

  • Bachelor's Degree and/or Master's Degree in Early Childhood Education, Elementary Education, Early Childhood special Education, or Child Development from an accredited institution of higher education.
  • Must meet all requirements of the State of Colorado for Director of large center.
  • Must meet minimum requirements for Director Qualifications for National Early Childhood Program Accreditation (NECPA).
  • Minimum of 1-year Lead Teacher experience working with children 0-5 years of age in a child development program including responsibility for planning and implementing a developmentally-appropriate curriculum in the classroom.
  • Minimum of four years of experience as a Director or Assistant Director of a large child care center with progressive responsibilities in the area of building operations, front desk operations, enrollment, food program, etc.
  • Prior experience supervising professional staff.
Preferred Qualifications:

  • Prior professional experience working in a higher education setting.
  • Strong knowledge of social-emotional and brain development in ages birth to 11.
  • Prior experience managing a budget.
  • Prior experience working directly with college students.
  • Familiarity with Department of Human Services Regulations for large child care centers.
