PURPOSE:

Under the general supervision of the Director of Student Information Systems and in close collaboration with the Extended Education and International Programs (EEIP), the Systems Analyst provides data administration and application support for information systems that support EEIP programs.   The incumbent also provides business process/systems analysis, user consultation, support, training and documentation.   The Systems Analyst conducts resource evaluation and needs analysis in collaboration with various service providers and recommends and develops technology solutions that meet EEIP business needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1.  Operations Support: Assists users to develop or use system features to improve efficiency and data management. Supports systems set up, maintenance, and operational activities, including: quick admit maintenance; term activation and special sessions set up; enrollment appointments; student academic records/data maintenance; grade roster creation and posting; tuition fee set up; and e-communication efforts.  Analyzes and coordinates the resolution of data integrity issues, such as duplicate IDs, and tuition calculation issues. Reviews scheduling of special sessions to assure accuracy and approvals. Develops a thorough understanding of the business processes of the following departments which support credit, non-credit and international programs:  Admissions, Financial Aid, Student Financials and Scheduling.
  2. User consultation: Provides business process/systems analysis, consultative support and services to users ensuring problem resolution, system/data access, and optimal system performance. Creates, communicates, implements and maintains project plans using effective project management strategies. Develops and maintains a thorough understanding of all EEIP systems, including but not limited to: 1) Oracle’s Campus Solutions-Student to support Credit Programs, 2) Jenzabar to support Non-Credit Programs, and 3) Horizons CRM to support International Programs, and 4) any new custom or purchased third party software systems. Works collaboratively with Enrollment Services, Information Technology and Administrative Systems Management, and Student Information Systems to initiate process improvement ideas, plan and propose system solutions from concept development to implementation and maintenance.
  3. Application Support: Resolves production issues, tests and implements regular system updates and disseminates system information to end-users about new functionality, updates or system fixes. Provides liaison support between EEIP and IT for technical issues. Develops assigned databases using database management packages/systems. Develops and administers data policies, procedures and standards. Analyzes and defines data requirements. Maintains database archives by acquiring/installing data sets and documentation. Assists in data transfers and interfaces to and from systems on campus to support EEIP programs. Monitors, analyzes, and verifies data to ensure integrity. Develops policies and procedures for access to remote resources.
  4. Resource Evaluation and Needs Analysis: Provides technical advice and expertise in the evaluation, purchase, upgrading, and maintenance of software and/or hardware resources. Performs gap analysis, researches best practices, understands workflows, controls and business processes, and recommends technology solutions. Facilitates needs assessments and evaluates potential purchases for compatibility with existing systems. Prepares requests for proposals, cost estimates, and justifications for management review. Identifies, evaluates, and documents functional user requirements.
  5. Training and Documentation: Identifies training need and develops training plan. Provide job aids, training and communication materials to users that maximize their ability to utilize system capabilities, including report generation.
  6. Report Development and Support: Develops queries and reports for EEIP for operational and strategic planning.

Other Functions:

  1. Perform other job-related duties and special projects as assigned. Attends technical work group meetings on campus.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:  enrollment Services applications; information technology systems and/or applications, including campus-wide systems, access procedures, networks and/or databases; data administration principles and techniques; training theory and practices.

Skills: proficiency in standard software packages; demonstrated interpersonal and communication skills.

Ability to: apply consultative skills to assess user needs and provide appropriate support; analyze data requirements and research data availability and access methods; coordinate and implement data exchanges and conversions; develop and deliver technical training and user documentation; work with users to interpret needs and provide appropriate solutions.

MINIMUM QUALIFICATIONS:

To enter this classification, a basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite. This foundation would normally be obtained through a bachelor’s degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study. Foundation knowledge and skills for the Information Technology Consultant, depending on the nature of the position assignment, may include working knowledge of common software application packages, equipment platforms, reference database systems and sources, and training methods and a basic understanding of networks, data communication, and multimedia systems.

SPECIALIZED SKILLS REQUIRED:

Three (3) years of technical or administrative experience supporting Information Systems. Business analysis, application development, and training administration skills. Experience in: creating reports using report generation and query tools; preparing system documentation; project management tools and techniques to independently plan and organize work plans; independently investigating, analyzing and resolving problems; training and advising others about business applications using solid customer service skills; making presentations; clearly communicating points and recommendations; and working collaboratively in a team-oriented environment. Excellent oral and written communications skills, with the ability to communicate system/technical concepts and ideas to non-system/technical individuals.  Advanced proficiency in MS Office products.

PREFERRED QUALIFICATIONS:

Technical fluency with Oracle’s Campus Solutions, SQR/L, Hyperion, Report Development, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google applications including add-on applications, email and calendaring programs. 

SPECIAL CONDITIONS OF EMPLOYMENT:

The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083  as a condition of employment.

This position will have a duty to report to the Campus Title IX Officer information pertaining to victims of sex discrimination, sexual harassment, sexual misconduct, dating/domestic violence, and stalking as required by CSU Executive Order 1095.

This position has been designated as a sensitive position with access to and responsibility for detailed personally identifiable Level 1 confidential information about students, faculty, staff or alumni that is protected, personal or sensitive as defined in the CSU Information Security Data Classification Standards); and control over campus business processes, either through functional roles or system security access

This position is required to comply with confidentiality requirements outlined in the Department of Education’s Family Educational Rights and Privacy and California’s Educational Code Chapter 13 regarding sensitive student issues.

This position must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.

This position may require occasional evenings and/or weekend work

WORK ENVIRONMENT:

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
