Job Description

3.6.4.1. Responsibilities
3.6.4.1.1. Plan, develop, enhance and support GIS software, database and web applications, interfaces, productivity tools, desktop tools, and server and client utilities and operations in the context of WMATA's enterprise GIS
3.6.4.1.2. May involve any or all of the duties described in the GIS Analyst position description
3.6.4.1.3. Integrate the enterprise GIS with other enterprise systems consistent with WMATA's enterprise architecture
3.6.4.1.4. Develop, support, update, and perform GIS desktop, server and mobile applications and administrative processes in various business areas
3.6.4.1.5. Provide support, analysis, or management services in the specialties of application system administration, database administration, web administration, or data management

3.6.4.2. Minimum Requirements
3.6.4.2.1. Proven enterprise ArcGIS application development experience
3.6.4.2.2. Knowledge, skills, ability and proficiency with relevant ArcGIS and Oracle products, data structures, architectures, development tools and environments, and relational database management systems
3.6.4.2.3. Considerable knowledge, skills, ability and proficiency with relevant programming languages, programming tools, and development platforms to support geo-relational application and data development. Experience in a managed data environment, including relational databases and storage area networks
3.6.4.2.4. Considerable knowledge, skills, ability and proficiency with software development methodologies and project management methodologies and practices
3.6.4.2.5. Proven ESRI GIS application development experience showing the knowledge, skills and abilities needed for the specific task assignment

3.6.4.3. Experience Levels
3.6.4.3.1. Six (6) years of GIS application development experience using functional and non-functional requirements within a specified architecture, or with development of server jobs and tools for the maintenance of large, complex enterprise GIS, GIS databases or GIS applications; two (2) years' task management and self-supervisory experience; including progressive experience in managing complex tasks
3.6.4.3.2. Education may be substituted for development experience as follows: Master's degree in a relevant discipline such as Computer Science or Geography, or in any discipline but with specialization in GIS technology, may substitute for two (2) years of GIS application development experience. Bachelor's degree in Computer Science or Geography, or in any discipline but with specialization in GIS technology, may substitute for one (1) year of GIS application development experience
