The Office of Human Resources at The College of New Jersey (TCNJ) seeks an experienced and knowledgeable Staff Recruiter to join its team. The Office of Human Resources (HR) Office is dedicated to the recruitment, retention, and development of a highly qualified, committed, and diverse workforce, encouraging and supporting the faculty and staff in their vital role of meeting the College's mission and goals and its commitment to their students. The HR office is committed to employing innovative "best practices", emerging technologies, and operating from a focused customer centric orientation to meet these goals.

Reporting to the Director of Organizational Effectiveness, Talent Acquisition & HR Operations, the Staff Recruiter is a key resource who is responsible for a variety of professional-level human resource duties, primarily administering the recruitment process for assigned areas, including the evaluation of position postings; coordination and training of hiring committees; and screening of applications. The Staff Recruiter is also responsible for duties related to onboarding of new employees and backing up the other Human Resource staff in daily operations. The work requires a high level of attention to detail and exceptional writing/editing skills. The Staff Recruiter will provide excellent customer service in-person, by phone and email to both internal and external customers. Additional responsibilities include:

  • Assists hiring managers and search committees in recruitment process for classified and unclassified positions.
  • Communicate with the hiring liaison throughout the recruitment process providing assistance and guidance as needed.
  • Serves on search committees as requested.
  • Work with the Department/Designee to prepare advertisements.
  • Review and approve interview questions.
  • Contact the successful candidate to make offer and discuss benefits and college information.
  • Schedules orientation date, calendars date and notifies participants.
  • Ensures all new employee materials are compiled and ready for orientation.
  • Communicates with other departments in regards to internal needs for new employees.
  • Act as liaison and maintain cooperative working relationships with other staff or department.


  • Graduation from an accredited college with a Bachelor's degree. Applicants who do not possess the required education may substitute experience on a year for year basis.
  • 1-2 years of progressive recruiting experience in public or private sector.
  • Knowledge and experience with recruiting and applicant tracking systems.
  • Clearly and effectively communicates with individuals and groups within and outside of the college community verbally and in writing; demonstrated expertise in writing and editing.
  • Uses critical, creative, and reflective thinking skills to identify problems, analyze and evaluate various solutions, implement solutions, and monitor their effectiveness.
  • Values organizational diversity; treats other with respect; promotes cooperation; works effectively and positively with individuals of diverse cultural and socioeconomic backgrounds and educationally diverse populations.
  • Uses systems to organize, prioritize, and keep track of information and/or work in progress; maintains accurate and complete electronic and manual records; exhibits attention to detail; ability to multi-task in a high pressure environment.
  • Demonstrates knowledge of applicable federal, state regulations with the ability to interpret, explain, and apply.
  • Proficiency using Microsoft Office programs including Word, Excel, Outlook, Access, and PowerPoint) and HRIS database systems.


  • Graduation from an accredited college with a Master’s degree.
  • Preference given to candidate with experience in higher education.
  • Experience and knowledge of PeopleSoft HRMS.
  • Experience with civil service hiring practices and Title 4A regulations highly preferred
  • Experience and knowledge using Taleo applicant tracking system.

The College offers a generous benefits package that includes health, dental, vision and prescription plans as well as pension, paid leave time and tuition savings programs. This position is a New Jersey Civil Service position with the state title Professional Services Specialist 3A. The starting salary for this position is $51,529.96, range 21, step 1. It is aligned with the Communication Workers of America (CWA) bargaining unit. Permanent appointment to this position is contingent upon the successful completion of a 4-month probationary period to assess the ability to perform the essential functions of the position. Salary for an internal candidate will be determined in accordance with Civil Service rules.

Under a new residency bill signed into law by Governor Chris Christie, any individual hired on, or after September 1, 2011, will be required to establish a principal residence in New Jersey unless their position is exempt. New employees will have a full 365 days to establish such residence, from the effective date of hire. Any new employee who believes that they have a critical need to live outside of New Jersey, or that a move to a permanent residence within the state would constitute a hardship, may request an exemption from the provisions of the law by appealing to a five-member committee to be established by the State for the purpose of hearing such appeals.
