Job Description / Summary:

The Proposal Writer will work as a key member of GMRE's business development (BD) team to write technical narrative for federal, federal civilian, and commercial proposals. Top candidates will deliver compliant, compelling, and polished content on tight deadlines in various topics. The writer will work with senior members of the BD team and operational subject matter experts to develop and submit proposal content in compliance with bid requirements. The candidate will work closely with multiple teams and subject matter experts to outline, write, and edit technical proposal sections and volumes.

  • Prepare content for various proposal categories (RFI/Sources Sought, RFP/RFQ)
  • Conduct research and analysis on RFP documents in order to compile responsive written content including clear, concise, compliant and fully substantiated content
  • Ability to create and review/edit content written by others
  • Manage work schedule to meet critical deadlines
  • Produce shells/layouts/drafts and final versions of documents
  • Printing, production and distribution/submission of the finished product
  • Ability to work under pressure and interpret, respond to, and deliver client and senior management requests and requirements
  • Write, edit and manage design and technical communications
  • Work directly with BD team to write content to be included in winning DoD focused proposals
  • Participate in solution development and strategy meetings
  • Responsible for turning team input into cohesive and meaningful proposal content and/or win themes and discriminators
  • Develop, refine, and edit content for Management, Technical, and Past Performance Volumes
  • Develop storyboards or annotated outlines to facilitate proposal section development
  • Develop content starting from a blank page as well as improves content provided by other contributors
  • Maintain quality results by using templates and following proposal writing standards for readability, consistency, and tone
  • Collaborate to design graphics and develop content that enhances graphics
  • Work closely with Capture Managers to translate client needs into compelling win themes and discriminators that enhance the quality of proposal narrative
  • Ensure all responses (RFI/Sources Sought, RFP/RFQ) are 100% compliant with requirements regarding content, format, submittal information, etc.
  • Ability to explain in simple language scientific and technical ideas that are difficult for non-technical persons to understand

  • Bachelor's degree in English, Marketing, Communications, Journalism, Business Administration or related field with five years' of experience writing federal proposals and responding to responses to U.S. Federal Government RFPs
  • Thorough understanding of the FAR and DFAR
  • Proficiency in Microsoft Office tools such as Word, Project, Power Point, and Excel
  • Must have experience editing technical proposal information
  • Must be able to multitask and manage several high priority projects simultaneously
  • Must have excellent time management and organizational skills
  • Must be a self-starter who can work independently as well as a team player who supports the overall team objectives and goals
  • Must have keen attention to detail
  • Experience working in support of government related programs
  • Superior written communication skills (content development, editing; grammar; style; spelling; punctuation; proofreading)
  • Excellent writing skills, including understanding of grammatical rules, punctuation, sentence structure, and active/passive voice

Desired Experience:
  • 5+ years' experience with Federal government proposal coordination, production and management; including responding to government-related RFP/RFI/RFQ (DoD, Federal, State, Local and commercial entities) and IDIQ/BPA contract vehicles
  • Experience researching and creating technical documentation, including but not limited to proposal response
  • Familiarity with Shipley proposal process
  • Strong understanding of the DoD technical environment, emerging DoD technical directions, and DoD technology regulations and security considerations
