Job Description Summary:

The Research Compliance Officer, Export Control has primary responsibility for the implementation of export control policies and procedures throughout the University, rendering training and advice to faculty and staff in all export-related matters. In addition, the Research Compliance Officer will be responsible for training and advising members of the university community in regard to travel to embargoed and sanctioned countries.

Specific responsibilities include:
Implements training about export controls and travel to embargoed and sanctioned countries through workshops, a website, and other tools as appropriate.

Ensures University policies regarding export control and travel to embargoed and sanctioned countries are in compliance with federal regulations.

Ensures University compliance with regulations by implementing and administering procedures for exports and travel such as:
-establishes project technology control plans
- determines equipment classifications
-determines licensing exceptions or requirements
-screens end users and countries for exported technology
-screens subcontractors, surplus equipment purchasers and visitors to controlled facilities
-determines travel requirements for embargoed and sanctioned countries
-establishes procedures for documenting and monitoring on-going projects as required by the regulations
-drafts and maintains a manual of standard operating procedures to ensure consistency and compliance for all offices involved in exports and travel matters.

Drafts and submits license applications and institutional registrations when necessary.

Acts as liaison and coordinator for export-related and travel matters between the various research and regulatory offices within the university.

Acts as university liaison with Departments of Commerce, State and Treasury or any other federal agency in regard to export-related matters and travel to embargoed and sanctioned countries.

Acts as liaison and coordinator for university Data Use Agreements (DUAs) and Data Management Plans (DMPs).

Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Bachelor's degree in an appropriate area of specialization plus 2 years of relevant professional experience. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Required Licenses/Certifications/Posting Specific Minimum Qualifications: Preferred Qualifications:

A Master's degree or JD is preferred but not required. Experience working in the area of export controls preferred.

Sound knowledge of laws and regulations such as the EAR, ITAR, OFAC, and Patriot Act in order to work with legal counsel and federal agencies regarding export, security, and travel-related matters.

A sufficient understanding of technology and the CCL and USML to work with investigators and technicians in making accurate technology classifications and licensing determinations.

Evidence of excellent written and verbal communication skills.
