The Title IX Coordinator and Clery Act Compliance Officer will lead the university's efforts to foster a working, learning, and living environment that is safe, open, inclusive and free from sex-based harassment and discrimination. The position will serve as the primary authority for monitoring and coordinating the university's compliance with Title IX of the Education Amendments of 1972, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, as well as other laws addressing sexual misconduct on college campuses. Oversee the review, investigation, and resolution of all reports of sexual misconduct, including sexual harassment, sexual violence, stalking and relationship violence. Coordinate the university's training and educational efforts for all community members related to sexual violence and Title IX initiatives. Prepare and disseminate the university's Annual Security & Fire Safety Report.
Principal Duties and Responsibilities
• Promote commitment to working, learning, and living environments free from harassment, discrimination, and sexual misconduct.
• Coordinate and oversee the university’s review, investigation, and resolution of all reports of sexual misconduct, including sexual harassment, sexual violence, stalking and relationship violence, as well as other misconduct defined by the university’s applicable policies.
• In partnership with the Dean of Students Office and Human Resources, ensure that all constituents involved in the formal investigation and resolution of complaints of sexual harassment and misconduct have been appropriately trained.
• Organize and maintain grievance files, disposition reports, and other compiled records regarding complaints of sexual harassment and sexual misconduct.
• Advise individuals (e.g. the reporting party, the accused party, or a third party) about the reporting options, interim measures, and resources available at the university and in the community. Provide ongoing consultation with university stakeholders regarding Title IX requirements, compliance, and grievance resolution.
• Develop, coordinate, and conduct educational and training programs for students, faculty, and staff related to Title IX, the Clery Act, and other relevant laws and regulations.
• Collaborate with other campus departments to develop and distribute comprehensive educational materials including brochures, posters, web-based materials, etc. on sexual violence awareness and prevention.
• Ensure that the policies, procedures, and reporting requirements have been communicated broadly and consistently to the campus community.
• Remain knowledgeable of current federal and/or state laws and regulations related to sexual violence and harassment and Title IX. Maintain awareness of trends within higher education and ensure the integration of best practices at the university.
• Develop and periodically update university policies, procedures, and practices to achieve compliance with Title IX and other federal, state, and local laws.
• Coordinate and oversee the development and implementation of periodic assessments of campus climate in relationship to sexual violence and harassment. Identify any patterns or practices of sex discrimination that are relevant to individual allegations of sexual misconduct and/or the safety of the broader campus community and implement measures to prevent and eliminate them.
• Prepare and disseminate the university’s Annual Cleary Report, as well as other mandatory reports to external reporting bodies. Ensure that the university maintains processes and systems to provide accurate and comprehensive data to outside regulators. Coordinate educational and training programs/materials in relationship to the Clery Act.
Other duties as assigned
• Experience with Title IX compliance, investigations, and dispute resolution required.
• Familiarity with legal issues and case law related to Title IX, student conduct administration and employment law required.
• Demonstrated knowledge of and ability to interpret federal and state higher education laws and regulations including, but not limited to Title IX, the Clery Act, the Violence Against Women Reauthorization Act, and all related policy guidance.
• Demonstrated understanding of and sensitivity towards experiences and expressions of trauma caused by sexual violence and harassment.
• Experience in developing and delivering training programs appropriate for different audiences - students, faculty, staff, administrators - on Title IX and related subjects.
• Demonstrated capacity to conceptualize, build and continuously improve effective programs, systems and structures.
• Excellent judgment and ability to maintain a fair and neutral position. Strong organizational and interpersonal skills are required.
