UCR is looking for a high-level analyst who is passionate about using reporting to transform higher education. Public higher education in the State of California is at a crossroads. The number of qualified students wishing to enroll at the University of California is fast outpacing public funding. To fulfill the University of California's mission to provide quality, affordable, and accessible higher education to all qualified California students will require a fundamental transformation of the University's operating model in the next decade. As a key ingredient in the transformation process, UCR's office of the Vice Chancellor, of Planning & Budget is undertaking a major initiative to standardize reporting across campus in order to create a more transparent and accessible reporting system for university decision makers. Under the general direction of the Financial Planning & Analysis office, the Cognos Report Development project is envisioned to focus on UCR's financial and payroll systems and will pull transaction data into a Cognos data cube environment to produce campus wide reports to support decision making in several areas. The Cognos Reporting Analyst position continuously seeks innovative ways to effectively help drive campus partner engagement when collaborating on projects, in order to impact desired outcomes. This position will play a critical role in the development of campus wide reports will be used by campus leadership, Deans, Vice Chancellors, CFAOs, and other campus financial units, and strategic business partners to assist them in making strategic decisions for the schools and colleges at the University. Under the general direction of the Associate Vice Chancellor, Financial Planning & Analysis, the Cognos Reporting Analyst will provide leadership, subject matter expertise and consulting analysis on the design, development, testing, and implementation of new campus wide financial, administrative and operational reports for the Cognos Report Development project. This is a complex campus wide project that will require an analyst to bring people together to accomplish big goals. This position will serve as a liaison with both internal UCR and external vendor stakeholders. Cognos reporting tools will enhance and automate the development of metrics and key performance indicators resulting in process improvements with respect to planning, budgeting, decision making, programmatic evaluation, and reporting. The Cognos Reporting Analyst position will require the use of professional concepts and organizational objectives to advance the transparency and new budget model reporting financial needs of the campus, organizational units on campus, and external business partners.

Expert interpersonal and consultative skills requiring organizational savvy; service orientation; expert critical thinking; attention to detail; ability to multi-task in a high volume environment, organizational skills.
Demonstrated skill in evaluating project needs, determining approaches, evaluating impact of alternatives and making viable recommendations consistent with sound financial management.
Advanced expertise using computer software, such as Microsoft Excel, PowerPoint, Word and Access, in a Windows environment.
Demonstrated ability to develop and use various computing methodologies and techniques to translate large and complex dataset into workable forms.
Demonstrated ability to develop various strategies and proposals from which to evaluate and assess opportunities to the campus, and formulate viable recommendations.
Skill in prioritizing, planning and organizing project assignments; working efficiently under tight schedules and completing tasks in a timely and accurate manner.
Demonstrated ability to coordinate, facilitate and chair meetings for the purpose of resolving differences and working toward institutional goals.
Expert knowledge and understanding of internal control practices and their impact on protecting University resources.
Advanced and demonstrated knowledge of administrative policies and procedures in a higher education environment.
Ability to write or review SQL (GL/UCPath data dimension maintenance).
Expert level in Cognos Query Studio or Cognos Analysis for Microsoft Excel (CAF). Understanding data models, cubes, and package setup.
