Primary Function of Organization Unit: Is to manage and complete psychometric deliverables in order to implement state and federal legislative, State Board of Education, and agency assessment initiatives for elementary, middle, and high school grade levels including design and development of technically sound psychometric structures, data collection, equating, calibration, linking, scaling, standard setting, psychometric analysis, and technical writing for general and alternate assessments.

Essential Job Duties: An ideal candidate will possess considerable skill in interpreting federal, state, and national guidelines, industry standards and regulations pertaining to the statewide testing program, performance standard setting and reporting student performance data. The position requires considerable knowledge of the principles and procedures used in test development, educational research, data analysis, as well as methods and designs for gathering, interpreting, and evaluating data and test results. The position requires considerable skill in test development with knowledge of psychometrics in classical and item response theory, statistics, equating, and scaling as well as test layout and test publishing. The person in this position must have the ability to prioritize and multi-task to enhance productivity and have a high level of adaptability to manage changing demands. The person in this position must be able to plan, organize, and schedule work for work groups and teams to accomplish project, section, and divisional tasks on tight timelines and must also be able to work as a part of a team in support of a project and deliver on deadline. The ability to effectively convey psychometric and technical ideas and concepts in oral and written form to stakeholders at all levels is a requirement. The work required in this position is advanced and highly technical. The ability to manipulate data in SAS is a requirement.

Minimum Education/Experience:

Preferred Experience, Skills, Training/Education: The minimum requirements for this position is a Master's degree in Tests and Measurements, Education Research, Education/Quantitative Psychology and Statistics, or Statistics, and three years of directly related experience in psychometrics, educational testing and measurement, education statistics, or an equivalent combination of training and experience. Management prefers a doctorate in Psychometrics, Tests and Measurements, Educational Measurement, or Quantitative Psychology and four years of directly related experience. The ability to write code in SAS is desirable.
