Position Summary: Reporting directly to the University Payroll Manager, the Associate Payroll Manager assists in managing the operational and personnel functions of the Payroll Operations Division within the Controller's Office in order to coordinate activities and ensure compliance with University, Government, and Departmental policies, regulations, and procedures; works with MSU Payroll staff to ensure that each MSU employee is being paid in accordance with University policies and procedures; assists in making sure that the University is in compliance with the Federal, State, and Local government tax regulations for wages of both U.S citizens and international employees; assists with federal, state and local year-end tax reconciliation and filings; assists with the coordination and processing of both regular and off-cycle payroll processes; supervises and provides guidance to staff that support payroll tax reconciliation and reporting, garnishment/wage
attachment, deduction processing, off-cycle processing, overpayment processing, as well as analysis and review; provides analysis and resolution of pay and systems issues; provides counsel, training and direction to University personnel in order to ensure compliance with policies
and procedures; liaison between the Payroll Technical Support Team (a division of Human Resources) and other Controller's Office units in support of University initiatives; serves as primary backup for the University Payroll Manager as well as all areas of payroll processing.

Faculty: Minimum Qualifications Support Staff: Minimum Requirements Knowledge equivalent to that which normally would be acquired by completing a four-year college degree in Accounting, Finance, or Business Administration; three to five years of related and progressively more responsible or expansive experience in matters related to payroll regulatory compliance, accounting, tax law, human resources, and financial management; extensive experience with payroll systems and software and supervision in an office setting; or an equivalent combination of education and experience.

Typing Requirements (wpm):

Desired Qualifications: CPA and/or MBA; capacity to identify, establish and lead technological innovation to improve processes; project management skills; demonstrated success in a position with similar duties processing complex payrolls in a medium to large organization; experience with SAP
Human Resources/Payroll or other HR/Payroll ERP software; University experience; ability to work with business services, human resources, and academic units; strong communication and interpersonal skills; a demonstrated successful leadership record; advanced proficiency of Microsoft Office.
