Reporting to the Associate Dean/Chief Financial & Administrative Officer (CFAO), the Chief Technology Officer (CTO) is responsible for leading the strategic planning, development, and implementation of a complex technology infrastructure including hardware, software, major systems, security and networking, development of learning technologies and applications, and management of all technology supporting the Teaching, Research, Service and Clinical mission facets of the UCR School of Medicine. With a rapidly growing Clinical Enterprise, the School of Medicine seeks an individual with a background and experience in Clinical systems, including Telemedicine. The CTO will direct the multifaceted components of technology for UCR's Medical School to support teaching, research, multiple clinical enterprise sites, undergraduate medical education, graduate medical education (residents) and central administration. The delivery of these technologies, technical services, and support offerings will be accomplished via a variety of platforms and modalities, and a strong background provisioning and integrating cloud, vendor, and custom developed systems within distributed environment is essential. As a community-based medical school, this position is charged with the development of robust systems to meet the operational demands of a medical school with multiple clinical practice sites spanning a 220 mile region. Strategically work with partners, affiliates and third party vendors to manage, coordinate, and secure technology across multiple platforms, technologies, and sites. The management portfolio held by this position is notably diverse, with corresponding broad organizational implications and complexity, characterized by substantial scope of responsibility. This position requires regular interface with the Senior Leadership of the SOM, officers of the UCR Campus and officers of the University of California and represents the SOM in a variety of settings. The incumbent will leverage relationships with campus technology leadership, including UCR's CIO, CTO, and CISO, as well as UC-wide partners to ensure SOM technical programs and infrastructures are provided both effectively and efficiently. This is a senior position positioned to provide leadership, vision strategy and direction for multiple technology, policy and information outreach programs relating to web software development, procurement and the management of systems needs of rapidly expanding clinical services and graduate medical education programs. Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.
Demonstrated skill in managing technical staff.
Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.
Requires a broad working knowledge of the applications programming development function.
Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
Possesses skills necessary to accomplish department/section objectives and address related problems and issues in an effective manner.
Requires the ability to gather, organize, and analyze data in the completion of assignments.
Strong knowledge and understanding of service delivery principles.
Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
Experienced in leading change management activities and managing their impact across the unit or department.
Uses and applies applications Information Technology theories and concepts to manage and provide solutions.
Demonstrated project management skills and experience.
Demonstrated instructional technology skills and experience, including tools and approaches to support online, face-to-face, and digitally enhanced teaching and learning within a problem based, active learning environment.
Knowledge of and experience with technology and tools utilized to support research within a university setting, including systems and infrastructures to support, big data and informatics efforts.
Familiar with privacy laws, regulations, and/or policies affecting personal (and student) information security, FERPA, HIPAA, human and animal subject research regulations, FDA requirements and UC policies such as IS-3 data retention and business resumption policies; Ability to develop and implement relevant policies related to the SOM's IT process and procedures
Medical School and/or University experience.
