Senior Collections Representative

Under the general supervision of the Assistant Director of Student Business Services, the Senior Collections Representative is responsible for the student loan portfolio which consists of approximately $8 million and collection of $4 million in chargeback receivables. The incumbent will oversee portfolio by researching, investigating, analyzing, and following up on the collection of overdue accounts. This position will perform file maintenance, Department of Education (DOE) assignments, refund processing, and initiation of long-term loan write-offs. Uses extensive knowledge of collection techniques, federal and state regulations, system-wide and campus policies and procedures governing the collection of student loans. Other responsibilities include campus bankruptcy petition processing to include monitoring and system documentation, revising and updating desk procedures, and management of default rates.
Graduation from high school or a General Education Diploma and five (5) years of experience, including two (2) years of experience in collections investigation; or an equivalent combination of education and experience; and knowledges and abilities essential to the successful performance of the duties assigned to the position.
Proven knowledge of state and federal laws (e.g. FERPA, NDSL, DE) on collection programs. Proven experience analyzing and interpreting policy and law issues in the collections area, and forming solid, feasible recommendations.
Demonstrated ability to lead through process improvements, goal developments and ever-changing technology. Skill in developing and implementing strategies with an emphasis on customer service, accuracy, working as a team, and setting goals for personal achievement.
Communication Skills and Customer Service: Successful experience independently composing letters, memos, reports, policy, procedures and other written communication materials, for a variety of audiences, using correct spelling, grammar, punctuation, composition, text editing, and proofreading skills. Successful experience with complaint resolution. Proven experience within a customer service oriented environment responding to and meeting/exceeding the needs of the customer. Demonstrated skill in establishing and maintaining collegial and effective working relationships. Demonstrated ability to maintain a positive demeanor in challenging circumstances. Successful experience interpreting, applying and communicating complex policy and procedures. Skill in working effectively as an individual, as a team member, and with diverse groups. Skill in interacting tactfully and diplomatically with the public in a high volume, continuous public contact setting.
Successful problem solving ability using investigative/research tools and analytical skills to develop and implement creative solutions. Skill in analyzing information, problems, situations, practices, or procedures to identify relevant concerns, identify patterns or tendencies, formulate logical and objective conclusions. Skill in making appropriate job decisions following established policies and past practices.
Successful experience in working independently on diverse assignments with conflicting deadlines with frequent interruptions while maintaining confidentiality. Successful experience prioritizing and managing multiple projects simultaneously. Demonstrated skill in working independently and following through on assignments with minimal direction. Skill in accurate financial record keeping with strict attention to detail. Skill in organizing tasks, documents and materials with efficiency and accuracy.
Skill in computing ratios, rates, and percentages.
Successful experience using automated on-line receivables system. Demonstrated advanced skills in creating spreadsheets, creating reports using appropriate software applications, and editing and formatting documents in word processing applications. Experience using e-mail messaging and automated calendaring systems.
Collection Management experience in a university setting.
Knowledge of University of CA (UC) Policies and Procedures: Knowledge of the applicable UC policies and procedures governing areas related to the responsibilities of the job.
Demonstrated experience with UC online processing for external and internal long-term loan collection systems and/or external billing servicer(s). Demonstrated experience with online Student Information System (SIS+).
