Financial Operations Manager

Manages and supervises all BNN Administration's financial, purchasing and reimbursement matters under the general supervision of the Financial and Administrative Officer (FAO); fully responsible for departmental financial and administrative functions in the FAO's absence. Direct the work of departmental Accounting and Purchasing staff with direct and indirect supervision of additional staff in absence of FAO. Exercise independent judgment in solving day-to-day operational problems and in making recommendations concerning departmental resources, policies, practices and operations. Anticipate operational problems and develop recommendations for review and implementation. The BNN Administrative unit is a large complex operation encompassing teaching and extensive research, outreach, natural reserve stations and graduate program components. It includes~$12M in state appropriations and ~$17M in extramural funding administered over 150 discreet funding sources. The department supports 350+ employees, which includes 43 faculty. Finalists will be required to complete a skills Assessment as part of the selection process.
Knowledge of generally accepted accounting principles. Demonstrated experience identifying and analyzing account variances and researching discrepancies.
Solid skills to quickly evaluate complex issues and identify resolution.
Demonstrated skill in MS Office and Outlook. Extensive experience in creating spreadsheets using Excel with demonstrated knowledge of advanced features. Demonstrated ability to use Adobe and various internet tools.
Bachelor's degree in related area and/or equivalent experience/training.
Demonstrated experience with pre- and post-award phases of contract and grant administration.
Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Solid interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
Demonstrated skills in employee supervision and HR administration.
Interpersonal skills to effectively motivate others.
Solid organizational and customer service skills to effectively manage multiple priorities.
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Working knowledge of current University of California (UC) policies and procedures and all applicable laws and regulations.
Experience working in an academic environment and/or in the field of higher education.
Solid knowledge of common organization-specific and other computer application programs.
