Job Summary/Basic Function: Responsible for all aspects of accounting, financial reporting, student business services, procurement and payroll functions for the campus. Responsible for development and monitoring of the university's budget, ensuring the performance of the university's annual inventory of accountable and controlled property, developing Legislative Appropriations Request, and for preparing the university's annual financial report.
Work Hours: Typically Monday - Friday; 8 a.m. - 5 p.m. May work beyond normal office hours to include evenings and weekends.

Ensures adequate supervision and control of financial activities related to procurement, general ledger accounting, grants, contracts, budget control, financial reporting, cash management, accounts payable, accounts receivables, student accounting, cash receipts and disbursements, bank reconciliations, payroll, property management, and the financial aspects of registration and student financial aid.
Responsible for the formulation of the annual operating budget, Legislative Appropriation Request, and the annual financial report.
Responsible for all financial operations of the campus, including design of the fiscal systems, policies and procedures, preparation of reports, conducting financial analysis, and providing adequate controls over all systems.
Interfaces all accounting systems to state and federal systems, such as, Uniform Statewide Accounting System (USAS), Automated Budgets and Evaluation Systems of Texas (ABEST), and automated clearing house/electronic funds transfer (ACH/EFT).
Monitors expenditures to ensure they are authorized and proper. Monitors budgets and departmental accounts for trends to ensure proper obligation of funds. Provides fiscal input and financial guidance relating to systems, such as, payroll, insurance, purchasing, Student Information System, and registration.
Provides financial information, records, and other required support to auditors, both internal and external. Serves as liaison with the State Comptroller's Office, the State Auditor's Office, the Office of the State Treasurer, and other state and federal organizations.
Provides fiscal support for all grant programs. Performs other duties as assigned.
Necessary Qualifications: Bachelor's degree in Accounting, Business, or applicable field.
Preferred Qualifications: Master's degree in Business.
Necessary Qualifications: Ten years of progressively responsible work experience in high level accounting plus five years of relevant management experience, preferably in higher education.
Experience in the application of Generally Accepted Accounting Principles (GAAP).

Certified Public Accountant (CPA) license.
Strong leadership skills, demonstrated written and verbal communications skills and an ability to abide by a complex array of federal and state regulations.
Knowledge of word processing, spreadsheet, and database applications. Knowledge of the Governmental Accounting Standards Board (GASB). Knowledge of fully integrated systems. Knowledge of the business procedures and policies of State agencies, tax laws, and governmental accounting and reporting.
Ability to multitask and work cooperatively with others. Strong verbal and written communication skills. Strong presentation and interpersonal skills.
