Duties: Responsible for technical and functional analysis of information processing and management systems, performing feasibility and assessment studies, designing systems and identifying the interrelationships among systems; developing and working to detailed schedules. Devise or modify procedures to solve complex problems taking into consideration computer equipment capacity and limitations; prepares detailed specifications from which programs or processes are developed; responsible for program development, design, testing and documentation; maintains full knowledge of all phases of systems development methodology. Can lead effort and/or participate in translating business goals and requirements into technical recommendations and implementation plans. Provide coordination and integration of customized applications developed by outside vendors. Ensures adherence to departmental technical and quality assurance and security standards. Determines functional requirements for client business processes and may organize, plan and manage projects. Manage relationships with external vendors and internal services providers such as Information Systems and Computing (ISC). Provide budget review for software invoices and recommendations for equipment/software costs for budget planning purposes.

Qualifications: A Bachelor's Degree is required and a minimum 4 years (Systems Analyst) or 7 years (Systems Analyst, Sr.) or equivalent combination of education and experience with progressively responsible experience within large scale administrative computing environment; strong technology skills, creative, innovative in the use of technology. Excellent analytical & problem solving skills and has recently demonstrated experience in needs assessment and requirements gathering; required. Competent in data and process modeling. Demonstrated experience in project leadership and relationship management highly desired. Demonstrated ability to multi-task and work effectively within tight turnaround schedules. Excellent verbal, written communication and interpersonal skills are mandatory. Recent experience or has demonstrated current experience in team leadership highly desirable. Detailed knowledge of database design and with relational technology, specifically with Oracle desired. Experience in web-based technology highly desired. Additional knowledge that is considered a plus includes; HTML, J2EE, Javascript, Unix text editor, SQL, PLlSQL, and experience with Oracle.
