Under the supervision of the Director of Human Resources, provides coordination and administration of recruitment plans, health insurance, workers’ compensation, and related benefits. Responsibilities include assisting in facilitating training and development programming and promoting the diversity initiative through various activities/events. Provides employee relation services to employees.

Coordinates recruitment/search activities and plans for non-exempt positions (e.g., working with the supervisor, posting positions, applicant tracking, interviewing candidates, checking references, etc).

Administers various human resources policies and procedures, programs and systems, and related federal/state employment regulations for all employees; assists in developing and maintaining human resources policies and procedures.

Administers employee benefit programs, including medical, dental, vision, life, disability, and retirement. Conducts benefit orientations, maintains employee coverage listing, and processes claims. Serves as a liaison between the broker, carrier and employee.

Maintains insurance employee coverage listing, billing statements, and monthly expenses. Performs manual calculations and data entry for system processing.

Assists in managing workers’ compensation benefit administration, serving as a liaison between the injured employee, workers’ compensation physician, and insurance carrier.  

Gathers and analyzes survey data as it relates to salary and benefit information, comparing other community Colleges and the industry market.    

Coordinates organizational training and professional development efforts; provides training as appropriate. Provides onboarding programming for new hires.

Manages employee separation activities, including exit interviewing; provides feedback as appropriate.

Assists in developing and implementing diversity-related programming, including serving on the diversity committee.

Coordinates and assists in developing performance management system and monitors work performance concerns; recommends intervention as appropriate.

Assists in developing and implementing employee recognition and community service programs.

Evaluates HR programming, policies, and practices of department in relation to established goals. Recommends continual improvements in effectiveness and efficiency of department and services performed.

Participates in campus-wide activities and College task forces/committees; participates in community programs as appropriate.

Assists the Director in preparation of faculty and maintenance union negotiations.

Qualifications Include:

Bachelor’s degree in human resources management, business management, or related field. Master’s degree and Professional in Human Resources (PHR) certification preferred.

Three or more years of experience working in a human resources department.

Prior working knowledge of human resources principles and practices, including federal/state employment regulations.

Strong interpersonal relations skills to handle sensitive personnel issues/situations with high degree of professionalism.

Leadership abilities for achieving assigned responsibilities.

Ability to work both independently and cooperatively in a team environment with faculty, administration, and support staff.

Demonstrated understanding of performance management/assessment.

Skill in maintaining and updating records and related systems, collecting and analyzing data, and

preparing comprehensive and accurate reports.

Skill in developing, implementing and maintaining procedures to enhance efficiency in

department operations and coordinate activities across departments.

Skill in the use of standard office equipment and technology, including computers and related

software, such as word processing and spreadsheets, and the ability to master new technologies.

Demonstrated organizational skills, including the ability to prioritize multiple tasks, work in a

fast paced environment with numerous interruptions, and meet deadlines.

Ability to effectively communicate ideas and concepts orally and in writing. Strong presentation


Ability to establish effective working relationships and use good judgment, initiative, and

resourcefulness when dealing with staff, students, faculty, the public, and other professional


Ability to critically assess situations, maintain attention to detail, solve problems, work

efficiently under stress, within deadlines, and changing work priorities.
