The Payroll Manager will primarily be responsible for the daily management of payroll administration and operations, ensuring that all processes are executed appropriately and in a timely manner. The incumbent will also be responsible for developing and implementing the appropriate payroll policies and procedures and ensuring that all such polices comply with company policies and with local, state and federal regulations. The Payroll Manager's ability to analyze and understand the needs of Payroll and Finance Office and then propose processes to meet those needs is critical. The Payroll Manager will serve as a liaison between third party vendors and various constituencies across the College. The Payroll Manager is both a strategic and tactical manager overseeing the entire payroll cycle.

• Oversee biweekly and monthly payroll with minimum errors and maximum efficiencies
• Responsible for maintaining weekly, biweekly, monthly, and quarterly production checklists
• Manages all payroll and time functions to ensure compliance with applicable polices, contracts, State and Federal laws while ensuring accurate and timely payroll processing
• Direct and coordinate the work flow of payroll activities, including periodic process assessments and continuous improvement activities
• Apply intellect, creativity, adaptability, judgment, and management skills to achieve required results
• Develop and implement best in class payroll policies with attention to compliance and effective internal control policies
• Maintain data integrity of payroll applications (Workday, ADP, Tax Navigator) on a daily basis
• Responsible for accurate monthly, quarterly, and annual payroll reconciliations and tax filings.
• Prepares information required for internal and external audit processes
• Manages annual W-2 and 1042-S production
• Lead subject matter expert in both Payroll and Time and Attendance
• Coordinates and monitors interfaces and accuracy between HR, Finance and Student Financial Services
• Serves as the internal and external face and voice of payroll and is an effective partner and liaison with constituents
• Manages and develops payroll staff to ensure highest quality of service is provided to all employees of the College

Education Requirements:
Minimum Level of Education Required Bachelor's Degree
Position Knowledge/Skills & Abilities Requirements:

• At least 10 years of successful experience managing all aspects of payroll administration in a complex organization with multiple payrolls – Higher Education experience preferred
• Prior successful experience and knowledge of principles of payroll processing, accounting and related financial management practices
• Ability to develop and adhere to payroll internal controls
• Ability to successfully manage payroll in a fast paced environment, managing an internal payroll system for various types of employees
• Previous experience with Workday, ADP and various Time & Attendance software, taxes required
• Previous Workday system implementation experience highly desirable
• Strong leadership capability and ability to effectively translate plans into tangible, achievable goals
• Strong organizational skills with ability to successfully manage multiple projects simultaneously
• Ability to research, analyze and report on financial and non-financial data
• Proficiency in Reporting and Analytics
• Ability to independently and objectively coach direct reports in the resolution of payroll related matters
• Ability to develop, monitor, report and adhere to comprehensive departmental budget
• Ability to quickly establish creditability and confidence with stakeholders
• Demonstrated technological competence with an appreciation and skill to apply technology in departmental operations
• Excellent verbal, written and presentation communications skills
