General Summary of Responsibilities: To serve as a professional Maintenance Manager, overseeing the performance of complex operations and maintenance (O&M), programming, budgeting, safety and resource protection. This position reports directly to the Director-Plant Operations. Establishes priorities, and plans and coordinates the day-to-day operations of the department composed of Trades Shops, Mechanical Services and all building utilities. Responsible for the development, implementation and control of the division budget and consequent activities. Reviews division equipment needs, prepares reports on equipment status, and develops equipment requests. Manages division material and financial resources Develops and revises policies pertaining to the provision of services; e.g., priorities, scheduling, nature of services provided, degree to which service is provided, and charges for services to recipients. Evaluates the effectiveness of services provided; performs inspections on work in progress and upon completion. Reviews work assignments, maintenance schedules, service programs, procedures and practices, and makes improvements as needed; develops and directs preventive maintenance programs, procedures and policies. Meets with Trade Shop Supervisors to review activities and provide direction on the meeting of department and division goals and objectives. Determines division training needs and works with Trade Shop Supervisors in developing training programs. Is responsible for department training programs including supervisory training and safety and health programs. Reviews reports on personnel transactions; e.g., sick leave, vacations, leaves of absence. Assesses manpower needs and capabilities and implements changes as needed. Screens and interviews job applicants and selects new employees. Conducts weekly department meetings and furnishes reports as necessary. Directs surveys and studies and makes recommendations on specific operations involving building trades and engineering service needs. In the absence of the director, acts as the principal representative to the VP for Finance and administration on Physical Plant Management operation matters. Assumes full responsibility for Physical Plant Department operations in the absence of the director, with authority over other assistant directors and department managers. Ensures compliance with applicable local, state and federal laws and regulations. Serves on campus committees. Performs other related duties of a similar nature and level as assigned. Demonstrates excellent oral and written communication, interpersonal and organization skills. Relates to all levels within the University Community. Possess highly developed analytical and organized skills with the ability to work many priorities simultaneously. Work safely and follow all rules. Report unsafe work conditions and behavior. Take reasonable and prudent actions to prevent others from engaging in unsafe practices. Complies with all applicable health and safety regulations, policies, and established work practices. This position is required to report to work in the event of an emergency at the campus. In the event of fire, flood, tornado, or similar emergency, the university needs to have designated workers to report to campus to assess and repair damages. This position is designated for that recall, and may be called in to work by appropriate VSU supervision. This position may have work scheduled overtime and/or must be available for emergency overtime when the need arises by responding to overtime call outs before and after standard scheduled work hours of work. Work a temporary, alternative schedule or shift as requested by supervisor.

Required Qualifications: Bachelor's degree in engineering, architecture, business, or related field required. Five years of progressive responsibility managing the operation and maintenance of facilities and physical infrastructure of a campus setting. Additional experience may be substituted for advanced or technical degree. Experience with contracts and purchasing in public organization preferred; formulating and managing multi-million dollar budgets, with planning and executing preferred. Valid driver's license and completion of defensive driver course. Required to report to work in the event of an emergency at the campus. Work scheduled overtime and be available for emergency overtime when the need arises by responding to overtime call outs before and after standard scheduled hours of work. Experience with maintenance operations. Completion of defensive driver course (within six months) required.
