IT MANAGER, RHS GRADE E
Duties: In collaboration with BSD IT and ISC, this position leads the service provision, planning, acquisition, development and maintenance of RHS core business systems, including information processing, management systems and all RHS applications.
The successful applicant will have a deep understanding of the business controls and demonstrated ability to initiate innovative solutions that meet business needs. Undertakes technical and functional analysis with a focus on recommending and business process controls and business rules. The incumbent will maintain expert knowledge of RHS support information systems & computing technologies and support business development and implementations involving technology for RHS, documenting and implementing best practices & procedures in the areas of change management, quality assurance and development, & enforcement of ISC policies (eg. security).
The incumbent will review, analyze, support, and evaluate information systems, processes and client needs; perform and participate in the analysis, design and implementation of systems following appropriate standards and requirement gathering; conduct tests or test planning sessions; provide input for feasibility and coordinate the preparation of user/technical documentation. Investigate, explore & recommend new technology solutions to appropriately solve business issues. Oversight project implementation in collaboration with RHS management team & the BSD Senior IT Director.
The position will critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, interpret low-level information to a general understanding, & distinguish user requests from the underlying true needs; translate business & user requests involving enhancements & improvement initiatives to software systems into business requirement specification documents; design the solution; coordinate implementation of the solution; & ensure delivery of tested solution to the user. Document & track issues, action items, user requirements, & deliverables. Position requires negotiation of priorities, strategic planning and deployment options with all relevant vendors and stakeholders. Development, maintenance, and upgrade of technology systems, as well as management of staff, 3rd party vendors, and hardware & software budgets.
This position manages the team that provides support for RHS systems and acts as backup for the Business Systems Analyst, for database management & reporting. Reports to the Executive Director, BSD with a dotted line report to the BSD Senior IT Director.
The Department of Residential and Hospitality Services provides essential 24/7 services for the University of Pennsylvania. This position is designated as 'essential' and is expected to work when normal campus operations are suspended (e.g.: inclement weather) or if there is an emergency impacting on-campus residents. In addition, the position may be expected to work outside of regular schedule during peak activity periods (e.g.: move-in). To the extent possible, managers will provide timely notice of modified work schedules.
Qualifications: A Bachelor's Degree in Information Systems or similar, and a minimum of 4 years of experience, or equivalent combination of education and experience is required. 7 to 10 years of experience preferred. Masters preferred. Ideal candidate will be able to demonstrate progressive IT experience managing complex projects in a project management role across a variety of technical environments and applications. Experience providing support, documentation, testing, and systems analysis for enterprise-level applications, preferably in a higher educational institution (familiarity with student services data is a plus). Demonstrated systems analysis and implementation experience within a large-scale administrative computing environment (with emphasis in applications and systems architectural design and development) is important. Ability to perform process mapping as well as to elicit, document, and understand business requirements with an eye toward translating them into viable technical solutions. Aptitude to participate knowledgeably in decision-making conversations relative to IT infrastructure: (e.g. operating systems, networking concepts & security, and server/storage environments including technologies such as cloud and virtualization). Excellent verbal and written communication skills and ability to work as an effective team member in support of the team objectives and the ability to interface and communicate effectively with both technical and non-technical constituents. Must be self-motivated and able to multi-task and function in situations with changing priorities. Knowledge of systems development lifecycle in database and reporting environments, including evidence of ability to implement and manage data workflow, impact & system interoperability.
