The duties of the Public Safety Communications Supervisor will include the ongoing development and implementation of standardized operating policies and procedures and the associated training for all communications personnel in the operation of radio/telephone receivers, transmitters, computer aided dispatching and public safety records management systems, fire and security alarm monitoring equipment including closed circuit video surveillance equipment and departmental radio procedures. Working with and assisting communications employees in learning radio transmission codes, local geography, departmental rules and regulations, and associated material; preparing employees’ work schedules; reviewing and evaluating employee’s work performance; participating in the selection of new communications personnel; and performing routine staff work and the more complex dispatch duties. Works under the general supervision of the AVP of Business Services for Public Safety. Manage and oversees the daily duties of the Public Safety Dispatchers and Community Service Representative. This position is responsible for the organization and assignment of all work activities of the communications personnel and community service representative and will assist with staffing the 24 hour operation of the communications center.
Examples of Work:
• Supervises and coordinates the day-to-day activities of communications personnel; dispatchers and community service representative.
• Interfaces with Patrol Sergeants or Patrol Lieutenant to ensure that all scheduled absences are coordinated with patrol officers and that dispatch personnel are properly prepared and briefed at the start of their shift.
• Assists in the section process for dispatch communications operators and community service representative. Trains orients and cross-trains new and regular employees in communications processes and procedures; oversees and reviews daily work products and records; completes employee performance evaluations; assists with resolving personnel issues.
• Creates and maintains policy and procedure manual for operation reference and training new dispatchers and community service representative; ensures that on-the-job training is completed and documented for personnel under his/her supervision.
• Oversees the maintenance of computerized radio logs and communication related records (computerized and paper); oversees the maintenance of communications center equipment and coordinates arrangement for service with designated department staff.
• Performs the duties of a dispatch communications operator.
Tools and Equipment Used:
• Personal computer (preferably PC with Windows environment)
800mhz two-way radio equipment
• Voice recorder/taping system
• Alarm monitoring systems & video surveillance system
• Multi-line telephone systems
• CAD (computer aided dispatching operating software)
• Copier, fax machine and other related office or communications equipment
• High school diploma or GED; AND
• At least one year of experience directly related to the duties and responsibilities specified;
• Demonstrated skill in the use of personal computers, preferable in a PC, Windows based environment; all equipment and related operating software used for communications and public safety.
• Successfully pass a pre-employment background investigation and psychological exam.
Performance Expectations: Knowledge, Skills & Abilities:
• Ability to supervise and train employees, to include organizing prioritizing and scheduling work assignments.
• Possess excellent human relations skills: ability to work with various University constituents including parents, students, trustees, administrators and staff employees, vendors; conflict resolution, decision-making and implementation skills; experience in a leadership/supervisory role.
• Develop, implement, and maintain a standardized operation manual consisting of policies and procedures relevant to communications and community service representative.
• Ability to react calmly and effectively in emergency situations.
• Ability to foster a cooperative work environment.
• Knowledge of state and federal regulations, policies, and guidelines for radio communications; knowledge of law enforcement policies and procedures for dispatching.
• Ability to communicate effectively both orally and in writing; quickly assesses information and makes remedial decisions.
• Working knowledge of security monitoring and fire alarm systems with ability to provide oversight of all communications systems, alarm systems, and video surveillance system, including related operating software to ensure that they are maintained in good working order; reporting equipment hardware and software problems for appropriate action.
• Excellent skills in the use of specific equipment and tools as identified below
• The position requires the ability to sit, stand, walk, exercise hand and finger dexterity, visual focus, see, hear, and articulate clearly using speech. Ability to reach for objects above head. Lift up to 15 pounds.
Special Conditions of Employment:
• Ability to work flexible hours including weekends, evenings, and holidays; available for on-call assignments and overtime.
