Position Summary: The Vice Chancellor for Communications and Public Affairs is responsible for the strategic management of overall public relations, internal community relations, and public affairs activities for the university. The Vice Chancellor shall successfully interpret and promote the mission of the University to both internal and external constituencies in order to create a climate of public and private support. The Vice Chancellor provides strategic and proactive recommendations on policy and action steps in the management of opportunities, issues and crises affecting the university's reputation and public image. This is accomplished through providing counsel to the Chancellor and other University senior officers and through direct oversight of various University offices including Communications Media Relations, Community Relations, Web Content, Publication Services, UNC Creative, and WUNC Public Radio. Responsibilities: Lead the development of a strategic communications and public affairs plan that effectively engages stakeholders. Utilize a research-based approach to identify key messages and audiences, and work consistently to tell university stories, weaving them together to create a consistent, unified message. Serve as the ultimate promoter of the Carolina brand, ensuring consistent implementation of standards throughout the complex organization. Work with University senior officers, faculty and staff to assess the University's public relations needs; provide leadership in the development of a public relations program that promotes the image and reputation of the University. Formulate and manage a comprehensive media relations strategy and program at the local, state, national and global levels. Actively engage with key media outlets. Provide media training to university leaders and faculty, as required. Provide strategy and oversight for the University's internal communications community relations program to drive transparency and ensure that internal constituencies (e.g., faculty and staff) are well informed of University affairs and to promote support of University-wide goals and objectives. Internal communications activities will leverage multiple approaches including print, web content, social media, and multimedia products and will ensure internal constituencies are equipped with thorough, consistent information. Partner with Government Relations leadership to devise consistent, strategic messaging aimed at furthering relationships and key policy outcomes with state governmental bodies. Serve as the principal university spokesperson on major issues of University-wide concern at the request of the Chancellor and provide direct counsel in response to matters with broad impact to the University's public image or reputation including crisis management. Partner with School Division marketing and external affairs professionals to ensure that media inquiries and outreach opportunities are appropriately coordinated at all levels of the University and effectively represent institutional interests. Provide supervisory leadership to the Division of Communications and Public Relations; establish standards of work and performance expectations for senior-level subordinates; monitor individual and unit-level performance; ensure that the University's goals of equal opportunity, diversity, and inclusion are appropriately reflected in Division planning, strategy, and execution. Actively build relationships across the university. Engage with external constituents, as prudent, including citizens, governmental leaders, potential students, alumni, and parents.
Education Requirements: Bachelor's degree is required; an advanced degree is strongly preferred.
Qualification and Experience: 10 years or greater of demonstrated senior leadership experience overseeing a communications public relations public affairs program in a large, complex organization similar in scope and complexity to The University of North Carolina at Chapel Hill.
