Commonwealth Medicine’ s Center for Health Policy and Research (CHPR) is dedicated to research, evaluation and education initiatives that advance public health policy and outcomes worldwide. Its mission is to support human service agencies and non-profits at all stages of policy and program development from design to evaluation by researching and creating policy on public health services, implementing and delivering those services, supporting policy and program development and working with and for government health care agencies.
Due to our continued growth, the CHPR is seeking an accomplished Director of Data Analytics to perform a wide range of functions necessary for establishing and leading the growth of Health Care Analytics work across Commonwealth Medicine (CWM).
Sitting on the CHPR and Chief Medical Officer’s Leadership team, this highly visible role will provide you with a unique and exciting opportunity to develop new analytic services and contracts involving the acquisition, processing, storage, analysis presentation and reporting of data that supports decision-making, policy development and operations for clients in the health care arena. You will also:
> Oversee the development and implementation of a comprehensive CWM enterprise strategic plan for growth and financial sustainability of quantitative data analytic work across the enterprise; establish performance metrics and monitor progress towards fulfillment of strategic goals.
> Establish and lead the CWM enterprise-wide community of practice to coordinate and maximize the use of analytic resources and assets.
> Design, recommend and implement mechanisms to support the community of practice, including but not limited to peer-review processes, training opportunities, and forums for collaboration.
> Provide vision and support in the formulation and leadership of cross-enterprise project teams.
> Develop and set quality standards for quantitative analytic work products.
> Identify and nurture funding sources and client relationships to develop and sustain revenue in support of analytic endeavors.
> Recruit, coach and retain analytic talent, identify needs and gaps in analytical talent, recommend staffing patterns, and support recruitment and retention.
> Identify and develop strategic partnerships and relationships to position CWM for growth in the analytic work arena.
> Work closely with UMass Medical School IS, our affiliate, UHealthSolutions, and external consultants to ensure that all data analytical work has access to the information technology infrastructure needed to conduct its operations and expand service offerings to prospective clients.
> Develop and maintain a comprehensive communication mechanism to reach key internal and external stakeholders.
> Where appropriate, maintain oversight over all data analytic deliverables from planning, design, data acquisition, data analysis, quality assurance, reporting and presentation.
>Serve as a key CWM liaison to UMass Medical School’s Department of Quantitative Health Sciences in the area of data analytics, and collaborate with faculty researchers within CWM and other academic departments to develop and execute projects of mutual interest and benefit.
>Represent CWM’s analytic work at state, regional and national levels.
A Master’s degree in public health, social sciences or related field, including background specifically in Epidemiology, Biostatistics, or related areas is required with a demonstrated record of 10 years’ experience in administration of data analytics services and knowledge of all functional areas of management of a data analytics or research operation. Understanding of local and national markets relative to data analytics in health services, health policy, public health and/or health care administration is a must. Successful experience in supporting the implementation of policy and procedures relative to data privacy and security is also required along with:

> Proven project management skills and experience gathering clear business requirements, negotiating contracts and managing budgets.
> Excellent written and verbal communication skills.
> High-level organizational skills and effective interpersonal skills in oral and written presentations.
> Ability to handle complex and confidential communications, information and documents.
> Ability to work independently with sensitive issues, appropriately prioritizing and communicating those needing higher-level institutional review and response.
> Ability to collegially interact with researchers, faculty, clinical and school employees to provide guidance and assistance with achieving strategic goals and compliance with all regulatory requirements.
> Leadership experience with complementing analytic and/or technical skills, knowledge of state Medicaid programs and Medicare, and knowledge of state and federally-funded public health programs are preferred.
