Posting Description: The mission of the Office of Contracts and Grants (OCG) is to help UCB faculty, staff, and students obtain and manage external funding for sponsored projects. OCG is committed to protecting the University's interests by reviewing and approving the submission of sponsored project proposals; negotiating contract and grant awards; monitoring the implementation and administration of sponsored projects; initiating and implementing policies and procedures; providing training to faculty and staff; and serving as the University's liaison with sponsors and regulatory agencies. The OCG position of Senior Contract Officer is responsible for 1) reviewing RFP's, BAA's, and other contract related funding opportunity announcements and identifying potential contractual issues prior to proposal submission; 2) reviewing and negotiating contracts, and non-funded agreements such as NDA's and Master Agreements with external organizations, e.g. federal and state agencies, industry, other universities, foundations - collectively, sponsors; 3) managing contracts and their related funds; 4) recognizing and addressing compliance issues; and 5) developing and implementing policies and procedures in accordance with State and University rules and regulation. In addition, the responsibilities of the Senior Contract Officer position will be to: 1. Assist the Assistant Director with training Contract Officers; 2. Help to develop project management and contract management processes and systems; 3. Assist the Assistant Director with reviewing and improving contract templates and other documents; 4. Serve as a subject matter expert responsible for assisting the Assistant Director with development and preparation of reference and training materials and presentations. *Salary and Benefits:* $65,000. to $79,000., commensurate with experience plus excellent benefits. Minimum Qualifications: - Bachelor's degree plus 4 years of relevant experience OR JD, MBA, MPA, CRA plus 3 years of relevant experience.
Required Competencies/Knowledge, Skills, and Abilities:
Desired Qualifications: - The position also requires a working knowledge of broad regulatory subject matter. - Three years of previous experience working with the FAR. - Demonstrated proficiency in using the FAR in negotiations, and referencing prescriptions. - Advanced knowledge of federal policies governing the administration of contracts, grants and cooperative agreements including OMB circulars A-21, A-110, and A-87. - Work experience in analyzing information and ability to identify relevant issues and concerns, including allocation of risk and legal requirements for compliance with laws and regulations; ability to synthesize, interpret and communicate varying objectives and needs of investigators and sponsors in order to provide advice on appropriate mechanisms for contracting and assure compliance with applicable policies, procedures, laws and regulations. - Advanced knowledge of compliance areas relevant to university research including humans, animals, biosafety, and export control. - 2 years experience working with intellectual property, and advanced understanding of US copyright and patent law. - Demonstrated customer service skills in a fast-paced, high-volume, dynamic and intellectually challenging work environment. - Prefer demonstration of higher level of educational achievement such as a JD, MBA, MPA, or CRA. - Prefer at least two years prior work with a tier one research university. - Prefer previous experience working with Industry, and familiarity and understanding of best practices for project management and contract management. - Prefer prior government contracting experience and formal training in government contracting.
