Under the supervision of the Chancellor, plans, organizes, directs, and leads the development, administration, and direction for Human Resources and Development; inclusive of services, programs, and benefits Districtwide. Provides services and programs to recruit, retain, advance and develop human resources throughout the district; respecting core human resource beliefs in diversity, equity, and equal employment opportunity programs, staff and faculty development programs and services. Leads and provides sound advisement and management of district benefit plans and programs. Directs and/or provides assistance in negotiations for the District; and manages and maintains labor contracts and oversees implementation and compliance. Serves as a resource and advisor to senior and executive administration and the Board on policy, legal requirements and impact of legislation on employees; and develops and presents policies in response to legislation and District needs.
Supervises and directs all assigned staff and consultants.
A master's degree from an accredited institution in Business, Human Resources, Public Administration or a related field is required.
Minimum of five years experience in an administrative position, with no less than three in management leadership is required. Proven experience in the development and implementation of Human Resources systems operations in a diverse complex organization. Experience in an educational setting is preferred.
1. Five or more years of human resources management experience in higher education.
2. Experience as a chief negotiator in public school collective bargaining.
3. Prior human resources experience in a California community college or public educational institution.
4. A Doctorate degree from an accredited college or university with a major in Public Administration, Business Administration or a closely related field.
5. Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) certification.
Contemporary practices in the field of human resources, particularly in an educational setting. Current principles and practices of human resources management, including: employee recruitment, selection, employer-employee relations, personnel policies, conflict management, collective bargaining work environment, employment law, compensation, basic elements of supervision and staff development; California community college laws and regulations, Title 5, and Education Code; conflict resolution principles; budget and fiscal management principles; benefit programs and services; strategic planning processes; staff development and professional development programs and services.
Establish effective working relationships with staff at all levels within the organization; display understanding of organizational complexity and knowledge of the District; demonstrate a capacity to find resolutions and resolve problems in a timely manner, including a willingness to listen attentively; interpret and effectively analyze data; compile data and prepare accurate reports; communicate effectively both verbally an in writing; possess well-developed management, organizational, and facilitation skills; establish and maintain effective working relationships with District employees and members of the community; understand and be sensitive to the diverse academic, socioeconomic, cultural, and ethnic backgrounds of college students, as well as needs of individuals with disabilities; advance services and programs to support the development and advancement of the human talent and resources; provide sound and responsive service to both internal and external entities and personnel.

1. Serves as Chief Human Resources Officer for the District. Directs District's diversity and equity efforts; compliance with equal employment opportunity, Title 5 of the California Code of Regulations, plans and facilitates appropriate training for all employees; coordinates/facilitates/supervises District discrimination complaint process.
2. Represents the District at the bargaining table with unions and works with stakeholder groups to identify contemporary issues that need to be addressed through the collective bargaining process, and addresses any updates to bargaining agreements with unions.
3. Works with District and union leadership to address work place matters that arise between contract years and that may require memorandums of understanding to address pertinent issues requiring immediate attention.
4. Promotes the principal of diversity in all District functions, including employee recruitment, retention, advancement, student recruitment and student learning; and contracting.
5. Develops and oversees employee development programs and services, and advances programs, services and resources that advance the workforce of the District, through a variety of means programs, services and resources.
6. Oversees and manages benefits programs and services of the District for all employees and seeks to assure contractors are accountable and serve in the best interest of the district and employees, and implement sound and principle based programs and services.
7. Oversees, manages and assures that high level service is provided to colleges and District in human resource services throughout the district.
8. Oversees, manages and assures that high level, responsive service is provided to current, future and past employees of the District in meeting the needs of employee benefits, programs and services.
9. Develops and implements an effective human resources policy, procedure and system; advises Chancellor and Board on policy, and legal requirements/compliance.
10. Plans, develops, implements and coordinates human resources activities to support the college community in meeting the District's mission. Ensures the District's compliance with provisions of the Education Code, Title 5 of the California Code of Regulations, and other laws pertaining to diversity and human resources.
11. Directs and provides assistance in negotiations with the Faculty Association and CSEA, as well as meets and confers with the Management Leadership Association; interacts with other employee groups, such as classified and faculty senates to meet needs, develop programs, and respond to problems.
12. Mediates and conciliates employee grievances; represents the District in grievance hearings; directs disciplinary actions; intervenes in supervisor/employee relation problems. Receives, investigates, and seeks to resolve employee and student complaints of unlawful discrimination and harassment.
13. Coordinates with Risk Management on any functions that relate to human resources including return to work programs, safety programs and employee accommodation matters.
14. Works with and consults with both special and general counsel on contract issues, litigation and compliance issues.
15. Develops and implements complex classification systems and competitive compensation plans for all employee groups that are fiscally sound and that substantially recognize employee contributions to the District.
16. Directs the employment services - recruitment, selection, initial employment, retention of District staff; provides training in effective employment practices; weaves employment goals with diversity goals; provides information and support for retention of new employees.
17. Directs and supervises the activities/services of the Human Resources staff in providing services to faculty, staff, and administrators in employment benefits, classification, training, and performance evaluation. Assigns, evaluates and provides development opportunities to Human Resources staff; establishes standards of performance and methods of operation; assigns and monitors workloads and projects.
18. Provides leadership and participates in shared governance committees; develops and facilitates staff development/training activities, including employee orientation programs and mentorships.
19. Chairs committees as assigned or required by role or delegates chair responsibility. Typical committees might include District Benefits Committee, District Affordable Care Act Committee, District Classification Panel, District Center for Leadership Training Program among others.
20. Serves as a member of the Management Leadership Association and Chancellor's Executive Cabinet.
21. Through continued study and participation in professional organizations, maintains an understanding and working knowledge of current ideas, research and practices related to the areas of responsibility for this position.
22. Participates in local, regional, and state activities to promote the Riverside Community College District and the community colleges.
23. Maintains an understanding of current ideas, research and practices pertaining to the area of responsibility for this position, through continued study and participation in professional organizations.
24. Performs other related responsibilities as may be assigned.
CONDITIONS OF EMPLOYMENT:
This is a Classified Management position with twelve-month contracts. Paid vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents.
The work location and assignment within a job classification is determined by the District and may be subject to change.
