Associate Vice Chancellor for Facilities Planning


Job Description Summary:

This position is responsible for all of the facilities planning efforts for the campuses that comprise the University of North Texas System. The work of this position will include general campus master planning, capital development planning and real estate support activities. In addition to high level technical skills, the position requires the ability to work constructively with campus leaders and units in developing campus master plans, capital development programs and planning for individual capital projects. The position also supports a variety of real estate functions. Work is performed under the general supervision of the Vice Chancellor for Facilities Planning and Construction and in close collaboration with the Associate Vice Chancellor for System Facilities.



  • Maintains and updates campus development plans, design guidelines and other planning documents for all campuses that comprise the University of North Texas System

  • Develops and maintains exemplary working relationships with campus leaders and units to facilitate and coordinate the highest level of campus planning and capital development planning

  • Coordinates and/or develops updates for the Texas Higher Education Coordinating Board (THECB) MP-1 documents for all campuses and the UNT System

  • Coordinates the application for approval of capital projects by the THECB for the UNT System

  • Develops space-planning programs for all schools, colleges and administrative divisions

  • Ensures projects comply with the Master Plan for that campus

  • Represents UNTS in the acquisition and disposition of real properties and lease agreements

  • Maintains records of property ownership, and develops and maintains asset management plans

  • Manages and monitors project development to ensure meeting project goals, University standards and code compliance

  • Directs the RFQ and RFP processes for selection and approval of professional service providers and prepares final work agreement for campus planning and capital project planning and programming efforts

  • Represents UNTS at local, regional and state agency meetings when directed

  • Coordinates and oversees the work of direct reports and conducts all administrative and personnel duties as necessary

  • Coordinates, supervises and reviews work of consultants engaged to serve the System in the planning of its physical facilities

  • Reviews the work of staff with regard to the development of project planning and programming, schedule, and costs and maintains follow-up through completion of planning and transition to AVC System Facilities for implementation

  • Participates in the selection of consultants and prepares final work agreement

  • Prepares proposed project budgets in consultation with AVC System Facilities

  • Develops and manages budgets for planning and programming projects

  • Reviews and coordinates System campus facility inventories and submittals to the Coordinating Board

  • Assists the Vice Chancellor in the evaluation of staff performance

  • Performs other job-related duties as required or assigned

Minimum Qualifications:

Bachelor’s degree, preferably in Architecture, Planning or closely related field; and ten years of progressively responsible experience in facilities planning and design, preferably within a higher education context; or any equivalent combination of experience, education or training which provides the following knowledge, abilities and skills:



  • Knowledge of principles and practice of capital development planning and campus master planning

  • Knowledge of higher education issues and practices as they apply to facilities planning and development issues

  • Knowledge of Texas Higher Education Coordinating Board, System and campus guidelines, relating to reporting and usage of physical facilities and construction or renovation projects, is preferred.

  • Knowledge of construction types and the advantages of each in an educational setting

  • Strong management, supervisory and organizational skills

  • Ability to work with computer programs to organize, store, manipulate and retrieve text and data

  • Ability to establish and maintain effective working relationships

  • Ability to communicate effectively, orally and in writing

  • Knowledge of safety and security precautions appropriate to work performed

Physical Demands:

Work is primarily sedentary. Sits comfortably to do the work; however, there may be some walking, standing, bending, or lifting items weighing up to 15 pounds.
