Job Description
The Business Service Center at the University of North Texas System is seeking an Executive Director for Procurement Services to join their team. This position will be responsible for implementing and managing the purchasing, strategic sourcing, payments (accounts payable and travel) and Historically Underutilized Business administration (HUB) areas of the UNT System Business Service Center (BSC). The successful candidate will identify and implement technological improvements, provide cost/benefit analysis to justify continued or future investment, establish metrics to support cost initiatives and processes, and use analytics to provide ongoing recommendations to our client and BSC management. Responsibilities of the position include but are not limited to:
* Strategically plan for future operations of area with an emphasis on efficiency and effectiveness in meeting the needs of both internal and external customers
* Set overall direction and establish service delivery processes for the responsible areas, including program plans and work breakdown structures
* Design solutions to address quality and/or process deficiencies and deliver these through training, coaching, communication materials, etc.
* Utilize technology to enhance service delivery
* Communicate broadly to help ensure overall implementation and coordination
* Create project plans for developing, launching, and running programs ensuring that projects are completed on time and on budget
* Monitor results to ensure the seamless and efficient execution of all services provided
* Monitor performance trends and make adjustments and recommendations to improve efficiency and customer service to meet and exceed operating and service level agreements
* Conduct periodic needs assessments and make recommendations for process improvements or new program developments
* Evaluate, make recommendations and develop System-wide purchasing and payment policies and procedures that represent best practices while conforming to System regulations, institutional policies, State statutes, regulations and laws governing State institutions
* Ensure purchasing policies and practices support the HUB program
* Maintain positive relationships with clients and campus departments, serving as an interface between the client and the BSC
* Lead staff who are responsible for delivering shared services processes and procedures
* Ensure staff teams are meeting and exceeding overall shared services expectations for the service delivery, compliance, continuous improvement, and quality standards required by the BSC and the client
Minimum Qualifications
The qualified candidate will possess a Bachelor's Degree in a related field and seven or more years of closely related professional experience with provides the following knowledge, skills and abilities:
* Extensive knowledge of higher education policies and procedures related to functional area (or ability to rapidly assimilate)
* Extensive knowledge of Texas rules and regulations related to functional area (or ability to rapidly assimilate)
* Ability to plan and conceptualize and make sound business decisions
* Must exercise considerable independent and professional judgment in matters of significance
* Strong presentation skills
* Strong problem solving skills
* Strong critical thinking skills
* Strong planning and project management skills
* Ability to communicate effectively with diverse populations verbally and in writing
* Ability to develop and maintain effective working relationships
* Ability to work independently
* Knowledge of safety and security precautions appropriate to work performed
