Primary Function of Organization Unit: The North Carolina Institute for Climate Studies (NCICS) is a growing research institute formed through a consortium of academic, non-profit and community organizations with leadership from the University of Maryland, College Park (UMCP) and North Carolina State University (NCSU) on behalf of the University of North Carolina (UNC) System. NCICS provides foci for collaborative research and associated activities in support of NOAA mission goals related to meteorological satellite and climate data and information research and development.
Essential Job Duties: This position will provide primary program support to the Director(s), Business Manager and the research institute with main focus on institute operations including coordination of institute reporting and meeting logistics and leading the institute's HR activities but also handling a wide variety of other program functions and responsibilities. This position will require the ability to quickly gain a thorough understanding of the CICS-NC institute, programs, and CICS members and partners. Primary responsibilities will include: - Serving as the program/project expert for the Director(s), Business Manager and the research staff. Depth of knowledge in the institute's academic, non-profit, and community relationships will allow management to focus on more strategic programs and initiatives. - Prioritizing and coordinating organizational needs regarding meetings, timeframes, and deadlines and organizing work through coordination of project calendars and program meetings. - Researching, compiling, organizing, and/or analyzing program information and data as assigned or needed by Director or Business Manager; - Leading institute human resource activities including: classification and compensation, recruitment and onboarding of staff as needed including coordination of federal security clearance and immigration/visa; coordination of staff training and professional development activities; identification and coordination of award program submissions for institute employees; coordination of staff performance evaluation process; NCICS payroll and leave program administration; and maintenance of institute personnel files and other HR documentation; - Providing back-up program and administrative support to Business Manager as needed; performing administrative and/or business functions as assigned or as needed (purchasing, payables/travel back-up, pre- and post-award activities support)
Department Required Skills : Excellent interpersonal and communication skills (written and verbal) and ability to work with tact and discretion in dealing with multiple levels of internal staff and researchers and external collaborators and federal sponsors. Demonstrated advanced proficiency with Microsoft Office Word, Excel, PowerPoint, and Access. Ability to multi-task and manage time efficiently to proactively meet program and institutional deadlines. Ability to gather and synthesize information from multiple sources and demonstrate high attention to detail. Must be able to work independently as well as make positive team contributions.
Preferred Experience, Skills, Training/Education: Master's degree in business administration or public administration with five to seven years in an academic organization, preferably higher education, or other large program or unit and experience in cross-cultural situations. Experience in large research program coordination or other high level support position in large academic unit with large research component or complex research program (e.g. large staff, affiliation with a number of other academic and community partners, multi-million dollar budget, highly technical or scientific, etc) Familiarity and experience with enterprise system or systems (administrative, PeopleSoft financial, PeopleAdmin, grants.gov, or other higher education research-related systems) Human Resource management or coordination experience with multiple facets (Class and Comp, Employment, Employee Relations, training, etc)
