Primary Function of Organization Unit: More In My Basket (MIMB) is a program of the Family Resource Management unit housed in the Department of 4H Youth Development and Family & Consumer Sciences at NC State University. This multi-county education program promotes and facilitates the delivery of outreach information, programming, and services to the Supplemental Nutrition Assistance Program (SNAP) likely-eligible population in counties across North Carolina. MIMB is delivered through the combined efforts of Cooperative Extension Family & Consumer Sciences and 4-H Youth Development Agents and MIMB program staff. MIMB is funded by a grant from USDA Food and Nutrition Services.

Essential Job Duties: The program, More In My Basket (MIMB), promotes and facilitates the delivery of outreach information and programming to the Supplemental Nutrition Assistance Program (SNAP) eligible population. The applicant must have demonstrated abilities in coordinating multi-county education programs and developing partnerships with organizations serving limited-resource populations. The Outreach Facilitator works under the guidance and direct supervision of the Principle Investigator (PI). Essential Job Duties: The Extension Associate/Outreach Facilitator will: * Travel to participating counties (at least 38) to provide and facilitate on-site eligibility screening and application completion of identified audiences utilizing a laptop, wireless internet connection, scanner and mobile printer. This position is the primary liaison to county-based partners such as The Benefit Bank (TBB) or other authorized organizations for the purpose of promoting collaborative relationships in support of assistance with MIMB screenings and application assistance. The OF will have primary responsibility for coordinating with the County Agent to organize eligibility screening and application assistance outreach in all participating counties. Under the direction of the PI / Project Director, the Outreach Facilitator will: * Serve as the first point-of-contact liaison between county program staff (Cooperative Extension Agents and County Extension Directors) and NCSU program staff for program delivery assistance. * Provide on-site direct application assistance for the participant in conjunction with or shortly following More In My Basket outreach events. * Travel across the state and spend at least 14 overnights and numerous day trips. * Collaborate with other potential application assistance providers to enlist their support, where necessary, for larger scale events (such as health fairs). * Build relationships with the local county Department of Social Services Offices to promote understanding and collaboration. * Insure that participant consent forms are signed and that all data collection instruments and procedures meet University guidelines for confidentiality and protection of the rights of all participants. * Coordinate the ordering of all USDA materials and printing of the related labels/inserts. * Provide support for the 1-800 “in-reach” number by responding to requests from program participants for telephonic eligibility screening and/or application assistance * Enter all survey data into a SPSS statistical software data base, and maintain a tracking document of all completed outreach events by county, quarter, and type of event (group, individual, booth). * Use SPSS statistical software to assist with or conduct statistical analysis * Assist Program Coordinator with call-backs from survey data to assess whether participants applied for benefits; and provide benefit eligibility screening and/or application assistance for participants who request this help. * Maintain county data program files and all data files from MIMB outreach. * Enter all upcoming outreach events into the website calendar. * Process county expense reports. * Provide guidance and technical assistance to all More In My Basket county projects to insure adherence to the SNAP-Outreach guidance and to the North Carolina Department of Health and Human Services guidelines. * Provide technical assistance sessions/training to all More In My Basket county projects for smooth and accurate delivery of programs. * Other duties as assigned.

Minimum Education/Experience: * Masters degree in related field/discipline and at least 1 year providing / coordinating /managing program support for a geographically distributed program. * Experience using SPSS to conduct statistical analysis.

Department Required Skills : * The applicant must have demonstrated abilities in coordinating multi-county education programs and developing partnerships with organizations serving limited-resource populations * The applicant must be self-initiating, be able to multi-task effectively and efficiently in a complex educational/academic environment, and be skilled in managing geographically dispersed programs and partnerships

Preferred Experience, Skills, Training/Education: * Demonstrated leadership and effective written and verbal communication skills * Experience with outreach program funded by USDA, FNS; or health related grant-funded or contract-funded programs * A commitment to excellence and the ability to work effectively as a team member * Experience in team-oriented goal setting and implementation * Possess research, program development and evaluation skills * Experience with programs serving low-income programs and consumers * Experience working with Cooperative Extension Family and Consumer Sciences and 4-H Youth Development Agents. * Good technical skills including internet technology including wireless devices, posting to or updating websites, use of social media; such as blogging and tweeting, and Microsoft Office programs and other relevant software programs
