Central Oregon Community College is seeking an Instructional Dean to lead and support 55 full-time faculty in multiple transfer disciplines (Humanities, Math, Social Sciences, Fine Arts, Communication, World Languages and Cultures) and three Career Technical Education programs (Criminal Justice, Addiction Studies, and Early Childhood Education). As a mid-sized community college that serves 10,000 square miles including mountains, high desert, and agricultural areas, COCC has a long history of serving the educational needs of students and communities in central Oregon. PRIMARY PURPOSE:

To provide leadership and administrative oversight to faculty and staff in a range of instructional areas (both Transfer and Career and Technical Education) and to promote student-centered learning, collaboration, and alignment to the College’s vision, mission and strategic goals. The College has an integrated academic organizational structure and assignment to specific departments is revisited regularly and may be subject to change. Provide leadership and oversight of new program development; academic program review; curriculum development; faculty and staff hiring, evaluation and professional development; course scheduling; budget management and development; and instructional grants and projects. Responsible for the development and implementation of college and academic policies and procedures.

Terms of Employment:

• This is a 12-month exempt position at pay level 32 in the Administrative salary schedule.
• Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
• Requires the provision of official transcripts upon hire.
• Upon hire, must pass criminal and/or driving history; only information relevant to the position will be considered.

Essential Functions:

ESSENTIAL DUTIES AND TASKS

Leadership
•Supervise, develop, and mentor faculty and staff on their personal and professional development;
•Serve as a leader and member of internal committees and councils; represent the College on local, regional, state, and national committees and councils;
•Ensure compliance with regional accreditation policies and standards as well as independent accrediting bodies for CTE programs;
•Promote and foster collegiality between instruction, student services, and administrative services at the college; initiate and support creativity, change, and innovative instructional practices;
•Develop and maintain community partnerships related to academic programming and disciplines.

Administration/Management
•Oversee academic course scheduling processes;
•Develop, manage, and monitor multiple budgets;
•Perform personnel functions related to faculty and staff (hiring, evaluation, assignment, supervision, termination, etc.);
•Develop and manage grants and special projects;
•Engage in the faculty promotion and tenure evaluative processes;
•Assist in the development of and ensure compliance to collective bargaining agreements.

Teaching, Learning, and Student Success
•Facilitate the integration of quality instruction and service to students; lead the development and implementation of student success practices within instruction;
•Engage in work with faculty regarding development, revision, and assessment of course and program learning outcomes;
•Engage in leadership role related to Academic Program Review;
•Conduct classroom observations of faculty;
•Have knowledge of current research and practices related to teaching, learning and student success;
•Foster creativity and innovation in the classroom.

Cultural Respect
•Model and support COCC’s Principles of Community by modeling and ensuring equity practices, ensuring diversity and cultural competency in all position responsibilities;
•Evaluate and maintain ADA compliance and appropriate accessibility to persons with disabilities to provide for the success of students and staff.

Marginal Job Functions

1.Cooperate with other College personnel to assist students with career planning, job placement, new student advising, orientation, and follow-up studies.
2.Provide academic program information to and attend monthly Board of Director meetings.

9.Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
10.Must be able to work effectively in a collective bargaining environment.

Physical Demands and Other Ergonomic Requirements:

Incumbent must be able to function effectively indoors in an office environment engaged in work of primarily a sedentary nature. Requires the ability to sit or stand at workstation for extended periods. While performing the duties of this job, the employee is regularly required to sit, use hands and fingers; reach with hands and arms. Requires near visual acuity to write, read written materials and computer screens, and sufficient hearing and speech ability for ordinary telephonic conversations. Occasional lifting up to 25lbs. All individuals are required to be able to perform essential functions with or without reasonable accommodation.

•Proven record of leadership in outcomes assessment and data-driven decision-making.
•Experience managing online instruction.
•Experience with collective bargaining and contract administration.
•Earned doctorate or terminal degree from a regionally accredited institution.

Organization

Central Oregon Community College, the oldest two-year college in Oregon, provides comprehensive college services to the residents of its 10,000-square-mile district.

COCC offers two-year associate degrees, transfer/lower division programs, career and technical education degrees and certificates, developmental courses, continuing education and community learning classes, industry-specific training programs, and business management assistance.

The College's main campus is located on the western edge of Bend, a city known for its natural beauty and its proximity to diverse recreational opportunities. The location affords spectacular views of the mountains from nearly every point on the 201-acre campus. The Redmond Campus, located 20 miles north on 25 acres near the Redmond Municipal Airport, offers all of the courses necessary to earn an associate degree. In addition, it is the home of the Manufacturing and Applied Technology Center.

Thanks to a successful 2009 bond measure, COCC has constructed campus facilities in Madras and Prineville, opening the two campuses in 2011. In Bend, new health careers and science centers opened in 2012 as well as a technology center in Redmond.

A branch of Oregon State University is located on the Bend campus. OSU-Cascades offers upper division and graduate programs on the COCC campus.
