Whatcom Community College invites applications for the Operations Manager position. The Operations Manager for Whatcom Community College assures efficient, effective and responsive customer-oriented services including building maintenance, custodial services, grounds maintenance, remodeling, renovation, utilities, and other services for various college facilities including academic and office buildings, athletic facilities, student housing facilities, parking lots, pedestrian walkways, and all associated infrastructure. This position plans, organizes, staffs, directs and controls the efforts of 3-4 supervisors along with 30+ full-time and part-time staff.  The Operations Manager works with other agencies, staff and groups to accomplish the work, mission, goals and vision of the college. This position ensures compliance with applicable policies and procedures, collective bargaining agreements and legal requirements. This position manages expenditures within budget parameters and guidelines. The Operations Manager develops relationships with staff, other departments and individuals outside the college that encourage participation, teamwork, effective relationships and effective use of resources. The position also represents the College by maintaining a professional approach and demeanor in all activities. The Operations Manager independently performs work with minimal supervision, structure or guidance and reports directly to the Senior Director for Facilities and Operations.

Job Responsibilities

Include but are not limited to:

  • Schedules and assigns maintenance, grounds, and custodial work on all shifts, assures work assignments are consistent with staff job classifications, evaluates work methods and procedures, implements appropriate changes and assures proper handling of cleaning chemicals, pesticides, and hazardous materials.
  • Provides technical support and assistance to staff and determines individual employee training needs. Advises assigned staff on general safety information, environmental compliance, and related policies and procedures.
  • Oversees maintenance and repair of facilities, grounds, and associated equipment in compliance with applicable codes, permitting, and regulations. Plans and schedules projects; inspects, approves and reports on all phases of projects.
  • Ensures project goals, operational activities, and staff trainings to support ongoing efforts to improve sustainable practices in all areas of facilities management.   
  • Conducts performance evaluations to guide the development of employees, provides a record of performance and ensures consistent evaluations and regular feedback.
  • Applies collective bargaining agreements and personnel policies. Makes recommendations regarding employment actions. Initiates, documents and implements disciplinary actions as needed.
  • Prepares and justifies budget for assigned areas. Monitors and maintains expenditures within parameters or budget guidelines. Implements cost-effective measures and uses resources and technology effectively to increase productivity. Provides guidance to department supervisors with budget preparation and monitoring and reviews/approves departmental spending.
  • Schedules and oversees inspections and maintenance on facilities, grounds and associated equipment. Oversees preventive maintenance programs.
  • Manages, tracks, records, and schedules testing for fire alarms, fire sprinklers, fire extinguishers, hood inspection testing, elevators, and pressure vessels.
  • Assures accurate records are maintained. Conducts research to obtain and analyze data, prepares reports, manages service contracts, and makes recommendations. Interprets, explains, oversees and ensures the enforcement of ordinances, state and federal rules and regulations, policies and procedures and makes authorized administrative decisions. Creates and/or updates policies, procedures and tasks.
  • Provides oversight for compliance with local, state, and federal environmental regulations and ensures training and reporting requirements are met.
  • Maintains accurate building drawings and room inventories using college applications and databases. Manages the organization and archiving of record drawings, building O&Ms, project manuals, and other related building and equipment information.
  • Participates on the emergency response team and assists in incident response and recovery, as needed.
  • Assists with project management of remodel and repair projects conducted by in-house college staff. Participates on capital development project team for design and build of campus infrastructure, as needed.
  • Provides recommendations for exterior signage solutions to align with campus signage standards.
  • Plans and makes recommendations regarding office moves, reorganizations, and furniture selections. Creates office designs/layouts using AutoCAD. Schedules and coordinates physical office moves.
  • Answers, screens or routes telephone and other departmental inquiries. Identifies customer needs, explains services clearly and promptly responds to requests within the scope of authority or refers to proper information source.
  • Acts for the Senior Director for Facilities and Operations under assigned circumstances.
  • Other duties as assigned.

 

Qualifications, Salary and Appointment

Minimum Qualifications:

  • Possess a valid Washington driver's license at time of hire and throughout employment.
  • Bachelor's degree and four years of progressively responsible experience in facilities maintenance, physical plant operation, construction, and personnel management. 
  • An equivalent combination of education, training and experience that provides the required skills, knowledge and abilities may substitute formal education.

Preferred Qualifications:

  • Experience using CAD programs.
  • Management experience at an institution of higher education.
  • Experience using databases for tracking fixed assets and physical spaces.
  • Experience with and knowledge of public works requirements.
  • Ability to read and comprehend blueprints, schematic diagrams and specifications.

Salary and Appointment: 

  • This is a 12-month, full-time appointment, exempt from Washington State civil service law, with an annual salary based upon a range of $68,000-$72,000, DOE.

Shift and Working Conditions:

  • Ability to work a schedule that overlaps with the evening staff. Example: Monday, Wednesday and Friday from 8:00 am - 5:00 pm and Tuesday, Thursday from 9:30 am - 6:30 pm.
