JOB PURPOSE



Direct complex programs or functions within Parking &Transportation Services in consultation with senior leadership.

CORE DUTIES



IT Oversight and Development: Oversee the department's information technology needs in partnership with LBRE (Land, Building and Real Estate) IT and University Central IT. Serves as the department's subject matter expert on its various database systems.
  • Coordinate the department's IT infrastructure maintenance and replacement program. Maintain the department's equipment inventory list and serve as the primary point of contact for inquiries into status, use and location of the department's IT infrastructure including but not limited to servers, PC's, laptops, tablets, credit card processors, variable message signs, license plate recognition cameras and bus telematics.
  • Serve as the department's primary contact and subject matter expert on Payment Card Industry Data Security Standard (PCI DSS) and ensure department compliance and annual certification. Ensure any new requirements and standards are implemented and processes modified to comply.
  • Project management of large system implementation/replacement. Serve as the department's project manager for large scale IT implementations. Develop the scopes of work and request for proposals with the user group. Coordinate with LBRE and Central IT for any needed requirements and standards
  • Research new tech, oversee pilot projects. Serve as the department's primary investigator and point of contact for new technology, services and processes. When appropriate, oversee demonstration or pilot projects of relevant new technology
  • Serve as the department's primary liaison with the University's Information Security Office (ISO). Ensure university standards for internet and data security are met by all vendor partners.




Data Analysis: Independently, or in coordination with other P&TS staff, conduct monitoring, data collection and analysis efforts in support of the parking and transportation programs.
  • Conduct analysis and projections of future parking & transportation infrastructure, program and service needs.
  • In consultation with other P&TS staff, develop transportation policies and planning documents related to parking planning, transit services, service access, and bicycle circulation and supporting infrastructure.
  • Provide analysis and data regarding transportation impacts of major capital improvement projects.
  • Work with staff to analyze the effectiveness of existing and proposed TDM measures.
  • Develop and implement tracking systems to manage proper reconciliation of data, fraudulent use of programs, and management tools to monitor programs.
  • Coordinate with LUEP and Campus Planning on university planning efforts impacting parking and/or transportation. Provide needed data, analysis and input when requested.




Research and Analysis: Analyze programmatic aspects of campus transportation and parking programs.
  • Research, analyze and report on a variety of transportation and parking-related studies.
  • Develop and implement surveys, and analyze results.
  • Analyze data collected by P&TS and other sources to measure the effectiveness of existing transportation and parking systems and programs, and project future transportation and parking conditions and demands using P&TS transportation and parking databases, campus population reports, GIS analysis, transit ridership statistics, semi-annual traffic counts, commute pattern analyses and commuter surveys, and modal mix studies.
  • Conduct benchmarking reviews.
  • Develop and track appropriate indicators of organizational performance.




Liaison: Establish and maintain effective working relationships as follows -
  • Represent P&TS in academic projects using P&TS data and/or resources.
  • Advise other Stanford departments on transportation program development.




Supervision: Manage and supervise staff, including being involved in hiring, training, professional development and performance management.
  • Direct, advise and prioritize the work activities of a full-time analyst and other professional staff. Promote a positive work environment and collaboration with department staff and other members of the campus community
  • Liaison with the retail team. Provide guidance and recommendations in the handling of customer service issues. Oversee database systems used by retail and TDM groups and ensure coverage for any technical assistance




Other duties: Provide special assistance to P&TS staff as needed.




MINIMUM EDUCATION AND EXPERIENCE REQUIRED




Bachelor's degree and eight years of relevant experience, or combination of education and relevant experience.

MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED
  • Demonstrated leadership skills and ability to influence and motivate constituencies which could span multiple organizational boundaries.
  • Demonstrated excellent planning, organizational and analytical skills.
  • Demonstrated ability to make sound business decisions using good business judgment and innovative and creative problem-solving.
  • Demonstrated ability to manage financial, organizational and staff resources.
  • Excellent interpersonal and communications skills with the ability to cultivate professional and business partnerships.
  • Relevant subject matter expertise.


PHYSICAL REQUIREMENTS
  • Constantly perform desk-based computer tasks.
  • Frequently stand/walk, sitting, grasp lightly/fine manipulation.
  • Occasionally use a telephone.
  • Rarely lift/carry/push/pull objects that weigh 11-20 pounds.
