Governors State University (GSU) invites applications for the position of Associate Vice President for Facilities Development and Management (AVP FDM). Reporting directly to the Vice President for Administration and Finance, the AVP FDM provides strategic leadership, coordination, and administrative oversight to the entire range of functions and services involved in the effective development and management of the University’s physical resources. More specifically, the AVP FDM is responsible for facilities planning, design and construction, architectural and engineering services, remodeling and capital renewal programs, building and grounds maintenance, utility plant and energy management, and compliance with health, safety and environmental regulations. The Associate Vice President will play an active role in campus master planning and advancing the University’s strong commitment to environmental sustainability.

Essential Duties and Responsibilities:
Develop and maintain currency of a comprehensive facilities Master Plan incorporating all institutional facilities and real estate assets, and ensuring the Master Plan remains consistent with and responsive to the University’s mission, goals, objectives and University strategic plan.

Oversee and evaluate all University facilities development and management operations; provide administrative direction to ensure that all facilities planning, development, construction, and day-to-day management activities and initiatives are consistent with and effectively serve the University’s strategic, operational, and fiscal needs and objectives.

Establish and implement policies as well as manage all design, engineering and construction activities, particularly those outlined in the University’s five-year deferred maintenance plan (May 2018 GSU Board of Trustees). Assume overall responsibility for the success of all construction related projects, including prudent budgetary management, scheduling, safety, reliability and functional performance.

Provide leadership and guidance to achieve greater energy efficiencies in all facilities operations, leading initiatives to develop strategies to obtain the greatest economies in energy purchases, direct efforts to attain increasingly high conformance to LEED standards, and promote responsible and productive sustainability/green focused efforts in all facilities activities.

Assume responsibility for the management, effective use, and functional performance of all utility equipment and energy at the University. Establish and implement policies and manage the use of energy including the purchase, tracking, and analysis of energy commodities (oil, gas, electricity and water).

Assume responsibility for environmental health and workplace safety at the University. Oversee coordination and technical assistance to the campus for compliance with hazardous waste management and disposal, hazard identification and abatement, code compliance, ADA compliance, and other health and safety matters.

Design, establish, and maintain an organizational structure and staffing to effectively accomplish the organization’s goals and objectives, and develop expectations for performance and standards of excellence; oversee recruitment, training, supervision, and evaluation of all departmental staff.

Develop and manage the Department’s annual operating and capital budgets.

Through the University’s Facilities Advisory Committee (FAC) and Planning and Budget Advisory Council (PBAC) process, establish and implement short- and long-range facility renovation and renewal goals, including the tracking of deferred maintenance, objectives, strategic plans, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement.

Ensure that the University’s grounds are well maintained in a sustainable manner and that buildings and grounds are appealing to students, faculty, staff and visitors through oversight of day-to-day operations and development of a multi-year grounds enhancement program.

Ability to manage personnel in a unionized, civil service, public environment.

Supervisory Responsibility:
This position supervises several managers/supervisors and support staff.

Work Environment:
This job operates in a professional office environment as well as within operational areas of the University including but not limited to boiler rooms, underground tunnels, rooftops, and 760 acres of wooded land. Some hazardous conditions may exist.

Physical Demands:
This job requires at a minimum 25% of physical activity while assessing and analyzing the physical structure of the buildings and grounds. Lifting of 25-50 pounds may be necessary at times.

Travel:
Travel is not required in this position.

Minimum Qualifications

Bachelor’s Degree in Architecture, Engineering, Construction Management or a related field.

At least 10 years of increasingly responsible experience in facilities development and management, including capital planning, management of construction projects, and other activities related to the duties and responsibilities of the position.

Demonstrated expertise in the planning, programming, development and implementation of renovation and new construction projects.

Demonstrated skill in capital and facilities budget development and management.

Valid Illinois professional registration in Architecture or Engineering, or ability to promptly transfer registration from another state.

Experience in performance management, employee relations and labor relations.

Preferred Qualifications

Demonstrated knowledge and understanding of the facilities and physical plant operations of institutions of higher education.

Advanced degree.

Skilled manager with experience in personnel management.
