ABOUT THE POSITION
The chancellor and board of trustees of State Center Community College District (SCCCD) are seeking a president for Reedley College, which also operates centers in Madera and Oakhurst. The president will provide unifying and participatory leadership to a dynamic, complex, and diverse rural college. The president will build upon the college’s strong legacy of achievement and leadership in the community.

The president will be a creative, dynamic, and collaborative leader who is committed to advancing student access, equity, and success for our diverse student body and will lead the college in the development and implementation of new programs that address the unique workforce needs of the community. The president will build strong partnerships with community businesses, organizations and educational institutions.

The president will collaborate with their dedicated team of professionals to ensure that the college maintains its strong integration of student equity and success, while working towards achieving Reedley College’s mission and strategic goals.

Reedley College is known for its pioneering spirit and positive climate. The faculty, staff, and leadership are innovative, responsive, collegial and focused on student success. The chancellor and board of trustees are seeking a leader who can facilitate and nurture this climate, even as the campus grows and changes.

Duties and Responsibilities
Under administrative direction of the chancellor and in accordance with provisions of the California Education Code, the rules and regulations of the Board of Governors of the California Community Colleges, and the policies and administrative regulations of the district, the president of Reedley College performs the following duties:

  • Serves as the chief executive officer of the college;
  • Leads the development of the college’s strategic plan and evaluation of the achievement of the college’s goals and objectives;
  • Advocates for the college using a collaborative, collegial leadership style that also supports the district’s strategic plan and achievement of the district-wide goals and objectives;
  • Develops and utilizes procedures to effectively allocate the resources of the college to optimize the achievement of the college goals and objectives;
  • Establishes and implements procedures that enhance the college’s administrative and governance processes and college-wide communications;
  • Leads the evaluation of college’s programs and services and ensures the use of research and evaluation data in institutional planning;
  • In collaboration and with assistance of the college’s faculty and staff, leads the development of educational specifications for facilities required to support the college’s programs, and leads the improvement in college programs and services;
  • Ensures adherence to the institutional accreditation policies, standards and eligibility requirements;
  • Leads the development of the college’s budget and ensures management of the college’s financial affairs in conformity with district fiscal policies and procedures;
  • Encourages and supports the development of college public relations, service to the community, and student outreach;
  • Promotes articulation among the college and other P-12 schools, colleges, and universities locally and nationally;
  • Approves all job assignments, duties and responsibilities of academic and classified personnel;
  • Chairs the president’s cabinet, participates as a member of the chancellor’s cabinet, and participates in meetings of the Board of Trustees;
  • Keeps the chancellor informed of the college’s programs and services, as well as the needs and accomplishments of the college;
  • Represents the college at meetings of appropriate educational agencies and organizations;
  • Ensures the college’s compliance with federal, state and district policies on equal employment opportunities, and shall endeavor to protect students, employees, and members of the community from all discrimination, including sexual harassment; and,
  • Ensures that all employees work within the duties and responsibilities described in job descriptions, and ensures all employees follow all policies, rules, regulations, bargaining agreements, and procedures of the state and the district, including the requirement that access to privileged information be carefully protected.

The president will provide unifying and participatory governance leadership to enhance the institutional effectiveness of a dynamic, complex, and diverse campus community. Reedley College students are served by faculty, staff, and administrators committed to student achievement and academic excellence. The next president must build upon a strong campus legacy, lead the college to higher levels of excellence, and continue to fulfill a prominent leadership role in the community. The president will be expected to:

  • Provide leadership and support to the campus president and the Madera Community College Center through the accreditation process;
  • Commit to and advocate for academic excellence and student support services that lead to student access, equity, success and completion;
  • Foster and support a campus climate that values diversity and inclusion among students, faculty, staff, and administrators;
  • Promote a sense of unity and pride within the multicultural college community;
  • Encourage and support innovation among students, faculty, staff, and administrators;
  • Provide leadership that supports professional development opportunities;
  • Strengthen collaborations and partnerships with local community groups, governmental agencies, P-12, colleges and universities, and business and industry locally, nationally, and globally;
  • Elevate the profile of the college as the primary local workforce provider;
  • Attract external resources to the college through grants, public-private partnerships, and fundraising to support the continued growth of the district foundation;
  • Promote the new performing arts center through fundraising and community programs;
  • Ensure the guided pathways goals are accomplished and or adapted, as necessary;
  • Through collaboration, ensure the college’s compliance with Assembly Bill 705;
  • Provide leadership ensuring that educational planning is integrated with resource planning processes and allocations to achieve student learning outcomes; and
  • Be a highly visible and accessible community leader while maintaining a strong presence within the campus.
Minimum Qualifications
  • Earned master’s degree from an accredited higher education institution;
  • Successful senior administrative-level experience in progressively responsible, reasonably related executive positions; and,
  • All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice.
Desirable Qualifications

The Selection Advisory Committee and Chancellor will consider the following desirable qualifications and characteristics in their selection of the Reedley College President

  • Earned doctorate from an accredited higher education institution;
  • Teaching and/or student services experience in higher education;
  • At least five years of successful, progressively responsible management experience in a community college or a post-secondary institution;
  • Successful experience as a leader in the use of technology to facilitate learning;
  • Understanding of the Guided Pathways framework and how it relates to the college’s mission and vision;
  • Ability to provide guidance and leadership on Guided Pathways implementation and assessment;

Conditions of Employment 223 duty days and 22 vacation days for a total of 245 days. Salary and Benefits

SELECTION PROCESS
Applications will initially be screened by Human Resources to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents, a search advisory committee will screen the application packets and determine the candidates who are best qualified based on the minimum qualifications and desirable qualifications. Those candidates will be invited to interview. Interviews are tentatively scheduled for December 17th and 18th.

The search advisory committee typically includes faculty, staff, administrators, students and community members.

Finalists will be invited for additional interviews and public forums at Reedley College. These interviews and forums will be held on or about January 28, 2019. The chancellor will also interview the finalists. The new president will be expected to assume duties on or about June 3, 2019.

About the Region
Reedley College is located in the central San Joaquin Valley of California in the city of Reedley, which has a population of approximately 25,000. Known as “The World’s Fruit Basket,” Reedley is in one of the richest agricultural regions of the world. Reedley is also within an hour’s drive of Yosemite, Sequoia and Kings Canyon National Parks. Nestled alongside the Kings River, which provides sandy beaches and opportunities for swimming, fishing, boating and water skiing, the river also provides a learning laboratory for Reedley College students and faculty. Reedley College is proudly supported by several other surrounding communities including but not limited to Kingsburg, Sanger, Selma, Fowler, Dinuba, and Parlier.

About the College
Reedley College was established in May 1926 as Reedley Junior College and has affected many lives since then. In its 92 years, Reedley College has developed into a crucial component of higher education in the central San Joaquin Valley, offering over 153 degrees and certificates in 37 areas of study taught by approximately 140 full-time faculty and 225 part-time faculty. The college is one of 11 community colleges in California to offer students on-campus housing.

The college currently enrolls over 10,000 students, many of which are first generation college students. The demographics of the student population is 73% Latinx, 5% Asian, 2% African American, 17% White, and 2% multiracial. Reedley College is a Hispanic-Serving Institution, reflecting the great responsibility that the college has to the educational attainment and economic well-being of the surrounding community.

The campus offers instructional opportunities that range from traditional classrooms and high-tech science laboratories to unique classroom settings on the campus’ 300-acre farm and nearby 800-acre forest at Sequoia Lake. In June 2018, Reedley College was named by the California Agricultural Teachers’ Association as having the most outstanding, post-secondary agricultural/natural resources program in higher education in the State of California. Construction for the agriculture modernization and expansion project will begin late 2020. In addition, within the next two to three years, the college will begin construction on a math, science, and engineering expansion as well as on a new center for fine and performing arts.

Students have a choice of earning associate degrees, associate-transfer degrees and certificates of achievement, certificates in specific programs, transferring units to a four-year college or university, developing or improving job skills or enjoying personal enrichment. In addition, Reedley College currently offers a strong dual enrollment program with 15 local and surrounding area high schools.

Reedley College was selected to be one of the 20 California Community Colleges to participate in the groundbreaking California Guided Pathways Project. Reedley was chosen in part due to its strong focus on student success and equity. Guided Pathways is a transformational framework that focuses on reviewing and revising college policies, procedures and practices with the goal of designing with the student in mind. Reedley has embraced Guided Pathways with the college’s goal in mind, “We motivate and inspire students to succeed”. The project is designed to significantly increase the number of students who earn a certificate or degree at a California Community College.

Reedley College also has two centers: Madera Community College Center (MCCC) and Oakhurst Community College Center (OCCC).

About the Madera and Oakhurst Community College Centers
MCCC provides an affordable, quality education for residents of Madera County and nearby communities. The center opened in 1996 on a 114-acre site donated by local landowners. MCCC offers comprehensive, innovative programs in transfer/general education, occupational education, and developmental education. Distance learning courses are also a priority, providing online courses and linking the Madera Center with other district sites.

The center is scheduled to break ground on its new center for agriculture and technology building on October 2, 2018. In addition, MCCC just started the design phase for the academic village expansion with construction projected to begin late 2019.

The expected completion date for the center for agriculture and technology is Fall 2019 and the academic village expansion, Summer 2021.

MCCC is seeking candidacy for initial accreditation as an independently accredited community college and hopes to achieve that status in approximately two years. The District is also in the process of recruiting for a campus president for MCCC who will report directly to the president of Reedley College and indirectly to the chancellor of SCCCD.

The Oakhurst Community College Center (OCCC) is a satellite campus of Reedley College and is located just 20 minutes from the South entrance to Yosemite National Park and just minutes away from the Sierra National Forest. OCCC will become a center of Madera once it becomes an accredited college. The campus provides opportunity and access to higher education for a geographically isolated population in Eastern Madera County. The campus currently serves Oakhurst, Mariposa County, Coarsegold, North Fork and the surrounding communities with over 75 courses in a variety of study areas. The center is slated to open a new permanent campus in Fall 2021.

At OCCC, students have the opportunity to receive an affordable, quality college education right in their own local mountain community. Facilities include traditional classrooms, distance learning, computer lab, science lab, and student success center. Day and evening classes, traditional face-to-face, online, hybrid, and two-way video conference distance learning are offered.

About the District
Reedley College is one of three colleges comprising State Center Community College District, which also includes Fresno City College and Clovis Community College. The District serves approximately 1.7 million people, 22 unified, and high school districts in more than 5,500 square miles of urban and rural territory. Total District enrollment for the Spring 2018 semester was approximately 39,612 students. The 2018-19 total operating budget for the District is $319.5 million.

Organization

State Center Community College District (SCCCD) was formed in 1964 when it assumed control of Fresno City College and Reedley College. SCCCD serves approximately one million people and 18 unified and high school districts in more than 5,500 square miles of urban and rural territory, including most of Fresno and Madera counties and portions of Kings and Tulare counties. SCCCD is governed by a seven-member board of trustees who represent seven trustee areas. Total district enrollment for the fall semester 2012 is over 34,000 students. SCCCD is a merit system district with over 2,300 faculty and classified staff represented by the California School Employees Association (CSEA) and the American Federation of Teachers (AFT). The total operating budget for SCCCD in 2012-13 is $168 million. 

Fresno City College, established in 1910, enrolls in excess of 22,000 students and offers more than 100 associate of arts and science degree programs and 60 certificate of achievement programs in vocational/occupational areas. Reedley College, established in 1926, is located in Reedley (approximately 25 miles southeast of Fresno) and enrolls approximately 6,200 students in a variety of courses and degree programs in occupational education and the arts and sciences. SCCCD operates three educational centers with a combined enrollment of approximately 8,300 students. The Willow International, Madera and Oakhurst centers offer programs in general education for transfer and two-year degrees. In addition, the district offers occupational and technical training at its Career and Technology Center and the Training Institute.
