Position Summary: MEASURE Evaluation is funded by the United States Agency for International Development (USAID) to strengthen the capacity in lower and middle income countries to gather, interpret, and use data to improve health. The project, with offices at the Carolina Population Center (www.cpc.unc.edu), University of North Carolina at Chapel Hill, seeks to establish a research position for a Ph.D. level Research Associate with primary responsibility for rigorous evaluation of health programs and health information system (HIS) strengthening interventions. The Research Associate will manage the MEASURE Evaluation, evaluation portfolio, participate in the design, implementation, analysis, and dissemination of rigorous evaluations, and help build capacity of local and regional institutions and partners to conduct rigorous evaluation. The position will report to the Director for Evaluation.

Education Requirements: Ph.D. in Economics, Sociology, Public Health, or a related discipline is required.
Qualification and Experience: Minimum of 10 years of professional experience in international health development (strongly preferred); Thorough understanding of the determinants of health outcomes (required), the components of health information systems (preferred), and experience with program monitoring and evaluation (required); Demonstrated skills in quantitative and/or qualitative data analysis methods (required), qualitative method expertise desired; Experience in planning and managing implementation of research and evaluation in lower and middle income countries (required); Demonstrated leadership and management skills and responsibilities (required); Strong writing and communication skills (required); Ability to work effectively in lower and middle income countries (required); Strong interpersonal skills, including the ability to work effectively with other project staff, funding agencies such as USAID, PEPFAR and US-based and international colleagues (required); Fluency in English (required); A second language, particularly French (preferred); Availability to travel internationally at least 20% time annually (required).
