Provost and Chief Academic Officer
Touro University California (TUC) seeks a visionary academic leader to serve as its next Provost and Chief Academic Officer (Provost). The Provost is the Chief Academic Officer and administrative head of the campus and reports directly to the Senior Provost and Chief Executive Officer (CEO) of Touro Western Division. She/he is the chief advisor to the Senior Provost and CEO on all academic matters and provides leadership in developing and implementing the curriculum and instructional programs of TUC consistent with the mission of the Touro College and University System.
Touro University California
Established in 1997, Touro University California offers graduate degrees in osteopathic medicine, pharmacy, physician assistant studies, nursing, public health, and education. The mission of TUC is to educate caring professionals to serve, to lead, and to teach. Students from diverse backgrounds are recruited nationally to create a dynamic, robust learning environment.
TUC is part of the Touro College and University System, which is comprised of Jewish-sponsored non-profit institutions of higher and professional education. Touro College was chartered in 1970 primarily to enrich the Jewish heritage, and to serve the larger American community. Approximately 19,000 students are currently enrolled in its various schools and divisions. Touro College has branch campuses, locations, and instructional sites in the New York area, as well as branch campuses and programs in Berlin, Jerusalem, Moscow, Paris, and Florida. TUC and its Nevada branch campus, as well as Touro College Los Angeles and Touro University Worldwide, are separately accredited institutions within the Touro College and University System.
The Provost serves as an intermediary between the Senior Provost and CEO and the academic deans, faculty, students, and others involved in the academic activity of TUC. The Provost is responsible for oversight of academic support activities such as the library, instructional and information technology, institutional research, and institutional planning and effectiveness. The Provost is also responsible for:
- Policy Formation and Implementation - implements academic, administrative, research and service policies for TUC.
- Planning and Evaluation - articulates a clear vision and strategy for the future that will ensure the success and vitality of TUC; oversees the implementation of the TUC Strategic Plan; assures appropriate planning, implementation, and evaluation of all TUC programs and activities, including accreditation processes.
- TUC Interprofessional Growth – encourages and facilitates collaboration among TUC's three colleges and eight degree programs.
- Faculty and Staff Appointment and Faculty Promotions - recommends the appointment of all TUC faculty and staff in academic, research, clinical, service, and academic support programs. She/he recommends to the Senior Provost and CEO the appointment of key administrative staff, and all faculty retention and promotions.
- Financial Matters - in collaboration with the CFO/VPA, recommends and submits to the Senior Provost and CEO for final approval annual operating budgets that promote achievement of educational, programmatic, and strategic goals of the campus while maintaining the fiscal sustainability of TUC; provides ultimate oversight over the budgets of academic, research, clinical, service, and academic support units.
- Faculty Practice Plan - ensures that the TUC clinics operate within the regulations established by the Senior Provost and CEO.
- Representative of Touro University California - represents the programs and activities of TUC to the Senior Provost and CEO and the greater Touro College and University System, and communicates with state agencies, governmental bodies, and the public as needed in carrying out the mission of TUC.
- Community Relations - ensures that TUC administrators, faculty, and staff work to develop and maintain excellent community relationships to support the Senior Provost and CEO in University advancement efforts; provides leadership in creating partnerships between the Vallejo and San Francisco Bay Area communities and other healthcare systems.
- Academic Planning - works with the deans to develop academic research and service plans which further the mission and goals of TUC; reviews the goals and objectives of all academic research and service programs at least on an annual basis to ensure their alignment with TUC's mission and vision.
- Management - ensures that human and fiscal resources are dedicated to achieving the academic, research, and service goals of the various programs, and also facilitates institution-wide communications to guarantee the smooth functioning of all academic programs.
- Evaluation of Performance - evaluates the dean of each academic component and makes sure they are given the responsibility and accountability to perform their assignments.
- Service - ensures that each program is participating in community service activities that reflect TUC's mission and goals.
- Touro University California Committees - may serve as an ex-officio member on all committees related to the academic, research, and service missions of TUC.
- Space Allocation - reviews the facility and space needs of the academic components, and in consultation with the dean of each school/department is responsible for facility assignments for all academic programs.
Candidates for Provost should possess a visionary, strategic, and innovative perspective with knowledge and experience in academic institutions, health care systems, and/or teaching hospitals with a demonstrated career progression appropriate to undertake a position of this scope and complexity. The ideal candidate also will possess:
- An earned doctorate or equivalent and 5 or more years in higher level academic leadership.
- A record of distinction in teaching and research or creative activity commensurate with appointment as professor.
- Interest in promoting the brand of TUC regionally and nationally.
- Knowledge of academic policies, curriculum, and accreditation issues in variety of disciplines.
- Experience in developing university partnerships and in supporting donor and alumni relations.
- A track record of advocating for and developing diversity among students, faculty, staff, alumni and university and community constituencies.
- The capacity to effectively communicate with a myriad of constituency groups both internal and external to Touro University California and the Touro College and University System.
- Ability to work in a complex matrixed environment, build consensus, develop new approaches to problem solving, support and tolerate high levels of ambiguity, and recognize the worldwide geographic nature of the university.
- Experience in faculty recruitment, retention, and promotion decisions and the ability to recruit and retain faculty of high caliber in conjunction with deans and program heads.
- Strong financial and budgetary management skills.
- Commitment to shared governance and strong working relationships with faculty.
- Demonstrated commitment to academic excellence, innovation, and entrepreneurship
- Organizational and managerial skills to bring TUC's three colleges together for collaborative problem-solving and inter-professional initiatives.
- Outstanding written and oral communication skills with ability to prepare and present reports effectively.
- Aptitude to analyze resource requirements, monitor use, and exercise sound judgment.
- Commitment to and knowledge of distance learning, alternative scheduling and planning to meet undergraduate, graduate and distance learning objectives.
- Ability to implement, review, and evaluate program effectiveness.
- A reputation for unimpeachable integrity.
