The Council for International Exchange of Scholars (CIES), a division of the Institute of International Education, which administers the Fulbright Senior Scholar program for the Department of State, seeks an Executive Director.

Purpose of Position:
The Executive Director will lead the Fulbright Scholar Program and related programs administered by IIE/CIES on behalf of the Bureau of Educational and Cultural Affairs ("ECA") of the U.S. Department of State; to develop international faculty and higher education exchanges, research and linkages and to serve as a vice president of IIE, building relationships with academic leaders in the United States and abroad. Work is performed independently under general supervision of the Executive Vice President.

Essential Duties and Responsibilities include the following (IIE may add, change, or remove essential and other duties at any time):
Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures.
Provides general oversight and directs IIE’s department of scholar exchanges in the implementation of the Fulbright Scholar Program in accordance with the terms of the cooperative agreement between the Institute and ECA.
Identifies trends in international higher education, advises ECA and assists by serving as interlocutor with foreign government officials and educators to provide expertise on the U.S. higher education system in the context of international higher education programs. In consultation with ECA, leads the design, development, promotion, and administration of program enhancements and new Fulbright Scholar Program-related initiatives with respect to international faculty and other higher education exchange, research and linkage programs.
Works with ECA and the CIES Advisory Board to develop, monitor, and evaluate CIES’ program administration and related services. Maintains and enhances the quality of program execution in terms of excellence, effectiveness, level of service and responsiveness, continuous improvement in program outcomes and ongoing compliance with terms of cooperative agreement and applicable requirements as in effect from time to time.
Represents IIE and the Fulbright Scholar Program to sponsors and potential sponsors, including ECA and the J. William Fulbright Foreign Scholarship Board, and other institutional supporters in the United States and abroad.
Builds solid relationships with 50 bi-national Fulbright commissions and over 100 U.S. embassy posts on behalf of the Fulbright Scholar Program and IIE. Develops institutional support for the Fulbright Scholar Program by building relationships with the higher education community, including colleges, universities and research institutions, and governmental and corporate communities, in the United States and abroad.
Acts on behalf of IIE as an officer and member of the senior management team, contributing to Institute-wide leadership development and, working closely with IIE colleagues, identifies and leverages internal resources, efficiencies and synergies across the Institute.
Provides leadership to the department, assuring the continuity of qualified and well-motivated staff to administer the Program. Supervises the Deputy Director in the development of program policies and budgets to maintain program efficiency and effectiveness; leads the department in preparing and defending program and budget proposals to secure the resources necessary to achieve programmatic and departmental objectives.
Must be available for significant travel in the United States and abroad and to attend weekend and evening program events.
Performs other duties and functions as assigned.

Education/Experience:
A Ph.D. with at least 10 years of increasingly responsible management experience in the field of international educational and/or cultural exchange or a related field. Experience at the level of dean, vice provost or higher and some fundraising experience are highly preferred.
Demonstrated management experience and the ability to motivate, inspire and direct a team of management, professional and support staff.
Demonstrated cultural sensitivity and significant international work experience (research, teaching or administration). Foreign language and/or specialization in at least one geographical world area in the developing world are/is highly preferred.
Demonstrated experience making presentations to groups of higher education leaders.
Excellent interpersonal and oral and written communications skills; proven ability to communicate on a personal, intercultural and group level, including the ability to negotiate and motivate teams.
Skills Required:
Excellent analytical skills and creative thinking ability.
Excellent writing skills with demonstrated ability to write substantive reports and proposal narratives.
Strong budget, financial and information management skills.
