Georgia Health Sciences University announces a national search for an Associate Vice President for Research Administration.
Georgia Health Sciences University is a dynamic, mission-oriented academic health center in the process of building its research base to become a top-50 institution based on NIH medical school funding. This executive position is an important player in extending and enhancing the research enterprise. Reporting to the Senior Vice President for Research, the Associate Vice President for Research Administration will have responsibility for leadership and oversight of the Division of Sponsored Program Administration in support of institution-wide research initiatives.
Georgia Health Sciences University receives approximately $100 million annually in sponsored awards, with approximately 72% of all research funding received directly or indirectly from the National Institutes of Health.
The Associate Vice President for Research Administration will work closely with staff in in planning and problem solving.
Day to day oversight of the Division will include the following responsibilities:
1. Translating and understanding Federal regulations as they relate to sponsored program administration at an academic institution.
a. Work with academic leaders, faculty and staff to create policies and procedures that facilitate the university's commitment to research excellence.
b. Create and execute an approved strategic operational and financial plan, with budget.
2. Overseeing and providing direction and leadership to the Division of Sponsored Program Administration (SPA), which serves as the principal interface between Georgia Health Sciences University and external agencies providing sponsored program support.
a. Provide direct supervision to the professional and support staff in Research Administration, which includes approximately 25 positions.
b. Recruit, retain, and develop strong staff through provision of constructive feedback based on assessed strengths and weaknesses to ensure achievement of overall performance and objective and quality standards, and compliance with all regulatory requirements.
c. Facilitate professional growth of staff by accurately assessing learning needs, styles, and barriers to learning and coordinating learning opportunities in conjunction with staff.
d. Oversee the complete range of sponsored program administration, including:
i. pre-award responsibilities for coordination of review and institutional approval of proposals and applications;
ii. award receipt and account establishment; expense monitoring; re-budgeting and institutional prior approval;
iii. account closeout activities;
iv. development of reports to sponsors, state offices, and institutional senior management
e. Oversee effort reporting.
f. The Division is also responsible for the development and negotiation of the institution's federal Facilities and Administrative Cost Rate Agreement.
3. Serving ex officio as the Executive Director of the Georgia Health Sciences University Research Institute.
a. The Research Institute is a separate 501(c)3 organization that is affiliated with GHSU and operates to benefit GHSU research programs, including its growing technology transfer and economic development efforts. Established in 1980, the Research Institute has an annual operating budget of just under $4 million, with a significant portion of that budget providing funds for reinvestment in GHSU through intramural grants programs, a research incentive program, and support for grantsmanship consultants and the College of Graduate Studies.
b. The Executive Director oversees the resources and expenditures of the Research Institute, keeps institutional leadership closely involved and informed, and reports to the Research Institute's board regularly in coordination with the Senior Vice President for Research.
c. Provide leadership in relation to Research Institute budget development and oversight into the annual external audit process.

Qualifications
Candidates for the Associate Vice President for Research Administration position must bring professional maturity to the position and documentation of the following skills and characteristics:
* Bachelor's Degree and seven to ten (7-10) years of progressively advanced experience in administering federally sponsored research programs, preferably in an academic setting. A Master's degree is preferred.
* At least 5 years of progressive experience in managing professional staff, in budgetary oversight, and in audit requirements and management
* Demonstrated knowledge of research compliance issues, including OMB circulars, FAR regulations, Export Controls
* Excellent analytical and communication skills: written, oral, and listening
* A strong commitment to teamwork, customer service, and partnership in building the research enterprise.
* Highly developed human relations skills, leading to the ability to work well with staff and volunteers at all levels in the organization.
* Excellent, demonstrated direct- and matrix-leadership skills and capabilities, negotiation skills and team-building behaviors; orientation in working with a wide range of opportunities and challenges inherent in leading sponsored research activities.
* Strong planning and organizational skills, including ability to manage multiple relationships.
* Computer literacy and Internet skills.
* Desire and ability to enact change, strong task orientation and high level of energy.
* Personal characteristics associated with successful professionals, including a vigorous work ethic, sound judgment, impeccable integrity, demonstrated initiative, appropriate professional appearance, attitude and personality to work effectively with colleagues, senior leadership of GHSU and the GHS Health System, federal, state and local officials, and constituents.
