POSITION DESCRIPTION:
JOB PURPOSE:
The position is primarily responsible for conducting investigations and mediating pre-grievances based on illegal discrimination of all types in areas of employment, programs and services. This position will also administer the overall ADA compliance efforts and the sexual harassment program for faculty, staff and students through the Office of Access & Equity.
JOB FUNCTIONS:
1. Responsible for investigating and mediating complaints of violations of Clemson University's policies prohibiting harassment and discrimination in employment, programs and services. This includes investigating the incident, evaluating the circumstances, counseling individual and making effective recommendations for complaint resolution. Responsible for addressing all types of discrimination/harassment with specific responsibility for sexual harassment, Title IX and disability issues. E/30%
2. Responsible for interpreting laws, developing and enforcing university policy, providing educational activities, and advising departments in matters related to the Universities Policies on Equitable Treatment. Responsible for University-wide compliance which may involve workshops, programs, and presentations to faculty, staff and students. Assist in providing guidance and direction for employee development activities to ensure understanding of regulations and work methods needed to meet compliance objectives. E/20%
3. Assist Director and General Counsel with external complaints which may include conducting investigations and preparing written reports. Maintains summary data on complaints for internal and external reporting as needed. Keeps Director abreast of developments and outcomes. E/10%
4. Serves as the University's ADA Coordinator and provides institutional leadership for ADA initiatives. Responsible for planning, developing, and administering programs and services as required by Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. This includes assessing, interpreting, and implementing policy consistent with federal regulations. Has the primary responsibility within the University for education and training on ADA issues. 5. Works in conjunction with University Facilities to ensure that structural changes are in compliance with ADA accessibility standards. E/5%
6. Assesses disability accommodation needs of faculty and staff, and serves in an advisory capacity to departments in resolving accessibility problems. Responds to student complaints regarding academic accommodations in the classroom. Works closely with Student Disability Services to ensure compliance with ADA. Keeps abreast of assistive technology and equipment designed to aid individuals with disabilities. Evaluates needs and makes recommendations for the purchase of adaptive equipment when appropriate. 7. Responsible for conducting research on EEO and diversity-related issues for information and reporting purposes. Analyzes and summarizes data for use in evaluating the effectiveness and efficiency of departmental programs and services. Responsible for recommending appropriate changes as needed. E/5%
8. Serves on various other University committees at the discretion of the Director. Represents the Office of Access and Equity and the University with state and federal agencies. M/5%
9. Coordinates a wide variety of specific assignments, programs and reports for the Office of Access and Equity which promote the goals of the office. M/5%
10. Coordinates efforts to update and disseminate University policies and procedures on equitable treatment to faculty, staff, and students. E/5%
QUALIFICATIONS:
EDUCATION & EXPERIENCE:
Bachelor's degree and experience in human resource management to include complaint investigation, counseling/advising and policy interpretation.
PREFERRED IN ADDITION TO THE MINIMUM:
Master's degree with at least two years of experience in AA/EEO or human resource management to include complaint investigation, counseling/advising and policy interpretation.
PAY & WORK SCHEDULE:
Standard Hrs: 37.5; Band: 07 ($ 44,825.00 - $ 82,930.00)
KNOWLEDGE, SKILLS & ABILITIES:
Must have the ability to effectively relate to persons at all levels of authority and occupations. Must have effective written and oral communication skills. Must have the ability to deliver training and educational programs to students, faculty and staff.
Must be familiar with AA/EEO laws and related investigatory procedures for resolving complaints of all types of illegal discrimination including harassment. Must be familiar with planning, developing and administering programs and services required by Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act.

The work is professional in nature and requires a person able to work under minimal supervision with a high regard for professional ethics and confidentiality. Must have the ability to effectively relate to persons at all levels of authority and occupations.
