Disbursements Supervisor
The Disbursements Supervisor is responsible for supervising and coordinating the daily activities of the payroll (processing, tax payments/filings and system interfaces) and accounts payable (tax filings, invoice processing, disbursements, and month-end close) staff and operations: including day to day training, scheduling, assigning, and reviewing work of staff. The Disbursements Supervisor is responsible for assisting the Disbursements Manager with developing and implementing related record keeping systems, forms, policies, and procedures; managing the disbursements function ensuring successful completion of all payroll cycles in a timely and accurate manner, and communication and coordinating disbursement related accounting policies, practices, and procedures with department and College managers. In addition the Disbursements Supervisor prepares, analyzes and adjusts financial entries, documents, and reports; assists in maintaining proper internal controls, controls documentation, and control testing where required. Serves as the daily back up in the absence of disbursements staff.
Required Qualifications:
Associate's degree in accounting or business related discipline required.
Minimum of five (5) years of recent, progressively responsible disbursements (payroll/accounts payable).
Minimum of two (2) years supervisory experience required including successful experience with full scope supervision (i.e. training, developing, supervising and evaluating staff performance).
Intermediate proficiency in Microsoft Outlook, Word and Excel.
Intermediate knowledge of disbursements related rules, regulations, and laws including:
- Federal state and local tax, reporting, and documentation requirements;
- All facets of payroll principles, methods, systems and procedures as applied to public institutions;
- All relevant payroll, employment, and income tax laws, regulations and operating guidelines;
- Payroll aspects of employee benefit policies, procedures and reporting requirements.
Preferred Qualifications:
Certification (FCP, CPP, APS, APM, CAPP) preferred.
Experience in a lead payroll position preferred.
Experience in a post secondary education institution preferred.
Datatel experience preferred.
